SAMUEL BASSETT
San Joaquin County Development Department
ATTN: Kerry Sullivan
Dear Ms. Sullivan,
I am writing to protest the proposal for another labor camp to be
located on East Harney Lane.
A camp housing 400 single men would seriously degrade the quality of life
for every Harney Lane resident. I already contend with the extraordinary
litter and noise generated by the many trucks with flapping tarps and
blaring radios that race by on their way to the dump. The added traffic of
the camp residents, their visitors, and the service trucks would
significantly increase this nuisance.
My main concern, however, is security. Four hundred single men will
certainly give rise to traffic in drugs, prostitution, and alcohol. When one
considers the problems of maintaining security in our schools, it would be
absurd to suggest that far worse problems could be prevented in an
isolated community of grown men.
I have planted a hundred redwood trees as a barrier to the noise. I am
putting in new fencing and gates to inhibit trespassing. (just this morning
I found beer cans and condoms in my front yard). The added level of
nuisance that would certainly follow the establishment of the proposed
camp could make all of Harney Lane an undesirable place to live. That
cannot be good for Lodi and San Joaquin County and it would be a disaster
for those of us who love our Harney Lane homes.
The level and character of traffic on Harney Lane is already a problem.
Please do not allow it to become intolerable by permitting this camp to be
built.
incerel
Samuel Bass tt June 1 , 1999
5 9 0 0 E A S T H A R N E Y L A N E L 0 D I & C A L I F O R N I A e 9 5 2 4 0
