Item No. 7
PC : 6-1-89
GP-89-8/UP-89-2
Page 3
STAFF ANALYSIS
POLICY CONSIDERATIONS :
General Plan:
As discussed in the project description, both a General Plan
Map Amendment and Text Amendment are required to allow the pro-
posed sanitary landfill at the Harney Lane site . The Map
Amendment is accomplished by adding the "Solid Waste Disposal
Facilities" symbol to the Land Use/Circulation Element map.
The underlying land use designation would still be
"Agriculture. " The Text Amendment would update the technical
information for solid waste disposal facilities discussed in
the Basis for Policy document of the Land Use/Circulation
Element . The actual proposed changes for the Text Amendment
are included with this staff report as Attachments A and B.
Zoning:
_ The current zone for the subject property is AG-40 (General
Agriculture , 40-acre minimum parcel size) . Sanitary landfills
are permitted in this zone with a Use Permit . Therefore, the
zoning would remain AG-40 , and the proposed project would be
under Use Permit approval .
AREA NEIGHBORHOOD COMPATIBILITY:
The major concerns raised by area property owners have included
loss of agricultural land, contamination of ground water , damage
on adjacent properties from storm water runoff , rubbish and
litter along Harney Lane, and the issue of utilizing the existing
Foothill Sanitary Landfill in lieu of opening a new landfill on
Harney Lane .
These issues were addressed in the Environmental Impact Report
(EIR) prepared by Jones and Stokes Associates on the proposed
project . Where appropriate, mitigation measures identified in
the EIR have been proposed as Conditions of Approval under the
Use Permit procedures .
Loss of Agricultural Land:
Implementation of the landfill project will remove land from
agricultural production for a period of time . However , the
project site will be converted from pasture land to landfill in
segments, so that only a portion of the 320-acre site will not
be in agricultural use at any one time . The landfill is pro-
