This potential problem is proposed <br /> to be handled through implementation of a groundwater moni- <br /> toring program with test wells, under the purvue of the Central <br /> Valley Regional Water Quality Control Board. Other control <br /> measures proposed include diverting surface storm water flows , <br /> covering wastes daily, and collecting and directly pumping <br /> rainwater out of fill areas. <br /> Stormwater Drainage to Adjacent Properties: <br /> The project proposes to divert the course of South Paddy Creek <br /> northerly of its existing location as it passes through the <br /> project site. This relocation should not affect adjacent pro- <br /> perties, but Conditions of Approval have been proposed to <br /> ensure compliance . A perimeter stormwater collection ditch and <br /> detention pond have also been proposed to control runoff . <br /> Rubbish and Litter Along Harney Lane : <br /> Litter will be controlled by installing temporary fences down- <br /> wind of the working face of each landfill segment . A permanent <br /> fence will be constructed on the perimeter of the site . Litter <br /> along Harney Lane will be controlled by periodic cleaning and by <br /> enforcing the existing County policy that requires tarps to be <br /> placed over open loads. <br /> Use of Foothill Sanitary Landfill Site : <br /> The sanitary landfill site on Harney Lane is designed to pro- <br /> vide the solid waste disposal needs of the City of Lodi and the <br /> remainder of the north County area. Use of the Foothill <br /> Sanitary Landfill site on Waverly Road was not recommended <br /> because of the higher cost of hauling north County refuse to <br /> the Waverly Road site . Economic analysis prepared for the EIR <br /> indicates that , over the life of the project ( 36 years) , it <br /> would cost $49 . 9 million more to utilize the Foothill site than <br /> the Harney Lane site . <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> A Draft EIR was prepared on the project and circulated for public <br /> review and comment .
