The General Plan Text Amendment application should be <br /> revised per Public Works ' memorandum, Note 1 (attached ) . <br /> The estimated useful life on Attachment A should be <br /> changed from 30 years to 36 years. <br /> 2. Mitigation measures listed in the EIR should be included <br /> as conditions of approval for the Use Permit. A draft <br /> list of conditions is attached to this memo. <br /> 3 . A letter in opposition has been received from John and <br /> Clazien Smit ( letter attached ) . The Staff Report should <br /> probably discuss the reasons why the Harney Lane site is <br /> needed in addition to the Foothill site. <br /> 4.
