NORTH COUNTY SANITARY LANDFILL <br /> UP-89-2 <br /> PROPOSED CONDITIONS OF APPROVAL <br /> 1 . A wetland restoration plan, including a description of existing <br /> conditions , a grading plan, a planting plan, a maintenance <br /> plan and a monitoring plan shall be prepared and submitted <br /> to the Planning Division for approval prior to final landfill <br /> design. Said plan shall result in no net loss of wetland values <br /> or acreage, and shall be acceptable to the State Department of <br /> Fish and Game. <br /> 2. A survey of the vernal pools shall be conducted by qualified <br /> personnel in the spring (April or June) to determine if <br /> special-status plant species are present. Results shall be <br /> submitted to the Planning Division for review. If special-status <br /> plants are identified, a mitigation plan acceptable to the <br /> State Department of Fish and Game shall be prepared. <br /> 3 . A replacement willow grove shall be planted along the rerouted <br /> South Paddy Creek. Planting details shall be included in the <br /> wetland restoration plan. <br /> 4 . Perimeter drainage ditches with wide, shallow profiles and a <br /> gentle gradient shall be constructed and planted with grasses. <br /> Such ditches shall be indicated on the improvement plans . <br /> 5 . Silt fences shall be installed at all points where storm water <br /> drainage leaves the project site. Silt fence locations and <br /> construction details shall be shown on the improvement plans. <br /> 6 . Temporary storm drainage sumps shall be constructed within <br /> active landfill modules to control sediment. Construction <br /> details shall be shown on the improvement plans. <br /> 7 . Completed landfill modules shall be revegetated upon placement <br /> of final cover and not later than October 15th each year. <br /> 8 . Landfill operations shall be limited to daylight hours. <br />
