f. Studies, and designs/improvements required: <br /> 1. Prior to approval of the Final Map, a private access roadway extending from the easterly <br /> terminus of Frazier Road to the north line of Lot"3" shall be constructed in general <br /> conformance with the standards for a 50-foot wide right-of-way rural residential road. <br /> (Development Title 9-1150.15[d]) <br /> 2. Prior to approval of the Final Map, a private access roadway extending from the north line of <br /> Lot"3"to the north line of Lot"9" and from the southwest corner of the designated remainder <br /> parcel to the west line of Lot"1" shall be constructed in conformance with the standards for a <br /> fire access road. (Development Title 9-1150.15[d]) <br /> 3. A driveway approach shall be installed at the easterly end of Frazier Road prior to issuance <br /> of the occupancy permit in general accordance with the requirements of San Joaquin County <br /> Improvement Standards Drawing No. R-17. (Development Title Section 9-1145.5 <br /> 4. An encroachment permit shall be required for all work within County right-of-way. (Note: <br /> Driveway encroachment permits are for flatwork only—all vertical features, including but not <br /> limited to fences, walls, private light standards, rocks, landscaping and cobbles are not <br /> allowed in the right-of-way.) (Development Title Sections 9-1145.4 and 9-1145.5) <br /> 5. All improvements shall be in conformance with the current Improvement Standards and <br /> Specifications of the County of San Joaquin. All improvement plans and specifications shall <br /> include grading plan for each individual lot, if applicable. These improvement plans and <br /> specifications are subject to plan check, field inspection fees and must be approved by the <br /> County of San Joaquin Department of Public Works prior to approval of the Final Map. <br /> (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br /> 6. If improvements referred to herein are not completed prior to approval of the Final Map, the <br /> subdivider shall execute an agreement with the County of San Joaquin ensuring the <br /> completion of improvements within one (1) year after approval of the Final Map. <br /> (Development Title Section 9-1100.301) <br /> 7. A Preliminary Soils Report is required in accordance with the County Standards for the <br /> purpose of determining the R-Value for the design of the roads. (Development Title Section <br /> 9-910.2) <br /> 8. A grading plan shall be submitted as a part of the improvement plans and approved prior to <br /> approval of the Final Map. The grading plan shall contain the information listed in the <br /> California Building Code (CBC), Appendix, Chapter 33, Section 3309, complete drainage <br /> details and elevations of adjacent parcels. Retaining wall details shall be submitted where <br /> applicable. Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and <br /> 3309.4 for"Engineered Grading Requirements." (Grading that disturbs more than one acre <br /> will require a National Pollutant Discharge Elimination System permit.) <br /> 9. Prior to approval of the Final Map, the developer shall prepare and record a mechanism that <br /> notices future owners and provides for funding and maintenance of the private roadways. <br /> 10. Prior to approval of the Final Map, drainage from the portion of the improved private access <br /> roadways shall be retained on-site by a retention basin(s). Hydrologic and hydraulic analyses <br /> shall be provided and demonstrate that all drainage from the improved roadways, both <br /> downstream and upstream of the discharge, will not be subject to a higher flood level as a <br /> result of the proposed drainage.
