11. The above required studies, designs and improvements can be deferred upon execution of a <br /> recorded agreement with the County of San Joaquin which provides for completion of all <br /> improvements prior to issuance of any non-agricultural building permit for any of the lots. A <br /> fee for processing the agreement will be required. (Development Title Section 9-1100.30]) <br /> Informational Notes: <br /> (i) At the time of development of each parcel, drainage from the improved portion of each parcel <br /> shall be retained on-site by a retention basin. A soils report to evaluate whether adequate <br /> percolation is available shall be submitted and approved for each parcel prior to development of <br /> any of the parcels. Hydrologic and hydraulic analyses shall be provided and demonstrate that all <br /> property, both downstream and upstream of the discharge, will not be subject to a higher flood <br /> level as a result of the proposed drainage. (Development Title Section 9-1135.2) <br /> (ii) Any construction activity that results in the disturbance of at least one (1) acre of soil shall require <br /> a State NPDES construction permit. Dischargers whose projects disturb 1 or more acres of soil <br /> or whose projects disturb less than 1 acre of soil and is not part of a larger plan of development, <br /> are required to obtain coverage under the current General Permit for Discharges of Storm Water <br /> Associated with Construction Activity <br /> (www.swrcb.ca.gov/stormwtr/gen_const.htmWconst_permit). Construction activity subject to this <br /> permit includes clearing, grading and disturbances to the ground such as stockpiling, or <br /> excavation, but does not include regular maintenance activities performed to restore the original <br /> line, grade, or capacity of the facility. <br /> (iii) This property is subject to the requirements of San Joaquin County Mosquito &Vector Control <br /> District(209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds and <br /> `. wetlands are available. <br /> (iv) All future building permits for projects located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California(CCR Title 23)that are in force at <br /> the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT (Staff contact: Michael F. Escotto, (209)468-3443) <br /> a. A qualified environmental professional shall prepare a surface and subsurface contamination <br /> report, identifying any potential source of surface or subsurface contamination caused by past or <br /> current land uses. The report shall include evaluation of non-point source of hazardous <br /> materials, including agricultural chemical residues, as well as potential point sources, such as fuel <br /> storage tanks, septic systems, or chemical storage areas. The report shall be submitted to the <br /> Environmental Health Department at time of submittal of a tentative map (San Joaquin County <br /> Development Title, Section 9-905.12). <br /> A review fee of$250 shall be paid at the time of submittal to the Environmental Health <br /> Department. <br /> NOTE: <br /> The Environmental Health Department has received a report dated September 18, 2012, and it <br /> has been approved. <br /> San Joaquin County PA-1200230\Quartaroli & Associates, Inc <br /> Community Development Page 10 <br />
