b. Refuse, debris, empty chemical container, and other solid waste material must be removed and <br /> transported to an approved disposal facility in accordance with San Joaquin County Ordinance <br /> Code, Section 5-2400. <br /> c. A soil suitability study shall be submitted to the Environmental Health Department indicating that <br /> the area is suitable for septic system usage. The study must be approved by the Environmental <br /> Health Department prior to the recordation of Parcel Map. (San Joaquin County Development <br /> Title, Section 9-1105.2 (d)). A review fee of$250 must be paid at time of submittal to the <br /> Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$125 per percolation hole is required. <br /> NOTE: <br /> The designated remainder is non-buildable for living structures until the Environmental Health <br /> Department receives and approves a Soil Suitability Study showing the remainder is suitable for <br /> septic system usage including a percolation test. <br /> d. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to the Environmental Health Department prior to <br /> recordation of the Parcel Map. Samples are to be taken and analyzed by a State-approved <br /> laboratory (San Joaquin County Development Title, Section 9-1115.7). <br /> e. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development based on the Soil <br /> Suitability/ Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- <br /> 1110.3 & 9-1110.4). <br /> f. Construction of an individual domestic water well under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin County <br /> Development Title, Section 9-1115.3). <br /> 5. PARKS AND RECREATION (Staff contact: Gabriel Karam, 209-468-3357) <br /> a. The San Joaquin County Department of Parks and Recreation will require the collection of in-lieu <br /> fees for park development as a requirement for approval for any new residential lots created in the <br /> above subdivision. Based on the current assessed value of the land the fee is$63.07. (County <br /> Ordinance No. 9-1230-8) <br /> 6. SAN JOAQUIN COUNTY COUNCIL OF GOVERNMENTS (Staff contact: Laurel Boyd, 209-235-0600) <br /> a. This project is subject to the SJMSCP and is located within the unmapped land use area. Per <br /> requirements of the SJMSCP, unmapped projects are subject to case-by-case review. This can be a <br /> 90-day process and it is recommended that the project applicant contact SJMSCP staff as early as <br /> possible. It is recommended that the project applicant obtain an information package. <br /> 1. Schedule a SJMSCP Biologist to perform a pre-construction survey prior to any ground <br /> disturbance. <br /> 2.
