Since then,Title <br /> 24 has been amended with the recognition that energy-efficient buildings that <br /> require less electricity and reduce fuel consumption also decrease GHG <br /> emissions. <br /> SB 1368 <br /> Passed in 2006, SB 1368 directs the California Public Utilities Commission to <br /> adopt a performance standard for GHG emissions for the future power <br /> purchases of California utilities.SB 1368 reduces carbon emissions associated <br /> with electrical energy consumed in California by forbidding procurement <br /> arrangements for energy longer than 5 years from resources that exceed the <br /> emissions of a relatively clean, combined cycle natural gas power plant. Because 1 <br /> of the carbon content of its fuel source, a coal-fired plant cannot meet this Q <br /> standard because such plants emit roughly twice as much carbon as combined <br /> cycle natural gas plants. Overall, SB 1368 will dramatically lower GHG emissions <br /> associated with California's energy demand as it will effectively prohibit California <br /> utilities from purchasing power from out-of-stake producers that cannot satisfy the <br /> required performance standard. <br /> �gm„I 5-34 <br />
