Promulgated regulations that would affect the project's emissions <br /> are accounted for in this inventory. In particular,the Pavley Standards and the <br /> Renewable Portfolio Standards(RPS)would be in effect at the anticipated time <br /> of buildout of the project, and therefore are accounted for in the project emission <br /> calculations.Table 5.3-4 below presents baseline and project scenario GHG <br /> emissions, as well as the percentage reduction of the project over baseline. <br /> The project's GHG emissions, after incorporation of BPS(Mitigation Measure <br /> AIR-2)and other GHG reductions described in Appendix C, such as improved <br /> r� vehicle fuel efficiency and cleaner electricity generation (due to promulgated <br /> 1 �I regulations)would be 42,951 metric tons of carbon dioxide equivalent per year <br /> (MT CO2elyr)and the baseline GHG emissions would be 61,019 MT CO2elyr.. <br /> Therefore,the project's GHG emissions would be approximately 29.6 percent <br /> Ibelow business as usual emissions.Thus,the project would not exceed the <br /> SJVAPCD GHG threshold, and the impact would be considered less than <br /> significant after mitigation. <br />!F t } Mitigation Measures <br /> Mitigation Measure AIR-2: The applicant shall incorporate the following <br /> Best Performance Standards(BPS)into the project design: <br /> ■ Minimization of Pedestrian Barriers. Site design and building placement <br /> shall minimize barriers to pedestrian access and interconnectivity. <br /> Physical barriers such as walls, berms, landscaping, and slopes <br /> between residential and non-residential uses that impede bicycle or <br /> pedestrian circulation shall be avoided whenever possible. Barriers to <br /> pedestrian access of neighboring facilities and sites shall be minimized. <br /> - This measure is not meant to prevent the limited use of barriers to <br /> ensure public safety by prohibiting access to hazardous areas, etc. <br /> (Credit: 1.0 percent reduction over baseline)7 <br /> ■ Neighborhood Electric Vehicle Access. Physical development shall be <br /> consistent with requirements for neighborhood electric vehicles(NEV). <br /> I Current studies show that for most trips, NEVs do not replace gas- <br /> fueled vehicles as the primary vehicle. For 1.0 percent reduction, a <br /> neighborhood shall have internal and external connections to <br /> i surrounding neighborhoods.
