(Credit:0.625 percent <br /> reduction over baseline) <br /> g) Would the project conflict with an applicable plan, policy or regulation <br /> adopted for the purpose of reducing the emissions of greenhouse gases? <br /> The discussion below uses a qualitative approach,which addresses whether the <br /> project conflict with any applicable plan, policy,or regulation of an agency <br /> adopted for the purpose of reducing the emissions of GHGs. <br /> Theoretically, if a project implements reduction strategies identified in AB 32,the <br /> Governor's Executive Order S-3-05, or other strategies to help reduce GHGs to <br /> the level proposed for California, it could reasonably follow that the project would <br /> not conflict with any applicable plan, policy, or regulation of an agency adopted <br /> for the purpose of reducing the emissions of GHGs. However,this analysis <br /> considers that, because the quantifiable thresholds established by the SJVAPCD <br /> were formulated based on AB 32 reduction strategies,a project cannot exceed <br /> the numeric threshold without also conflicting with an applicable plan, policy, or <br /> sFregulation.adopted for the purpose of reducing the emissions of GHGs. <br /> As discussed above under Item(f),the project would not exceed the numeric <br /> SJVAPCD GHG threshold, and the impact would be considered less than <br /> significant after mitigation. In addition, San Joaquin County has not established a <br /> GHG reduction plan.
