5.ENVIRONMENTAL CHECKLIST MOUNTAIN HOUSE NEIGHBORHOODS K AND L INITIAL STUDY <br /> 13.PUBLIC SERVICES <br /> A library facility is currently located at the one commercial building within <br /> Mountain House located on Wicklund Crossing. In 2010,there were over <br /> 50,000 visits. The library includes books, periodicals, multi-media material, and <br /> 18 public-use computers. This library now operates seven days per week <br /> (Buffleben,2011). <br /> Significant Impacts Identified in 1994 MEIR <br /> The 1994 MEIR identified significant public services impacts of the Master Plan <br /> related to the following: <br /> Fire Protection and Police Services <br /> 1) Demand for fire protection and police services would increase until on-site <br /> services are provided. <br /> Schools <br /> 1) Planned elementary/middle schools may not accommodate all the <br /> community's students. <br /> 2) Several proposed school sites are located close to high voltage electric <br /> power transmission lines, natural gas pipelines, and a household waste <br /> disposal area. <br /> 3) School sites may not conform to State and County requirements. <br /> Findings Related to Significant Impacts Identified in <br /> 1994 MEIR <br /> For all the above potential public service impacts,the Master Plan was amended <br /> as recommended by the 1994 MEIR mitigation measures, except that only one <br /> high school will be required within Mountain House based on the Tracy Unified <br /> School District's needs assessment. <br /> Discussion Regarding Neighborhoods K and L <br /> a) Would the project result in substantial adverse physical impacts <br /> associated with the provision of new or physically altered governmental <br /> facilities,need for new or physically altered governmental facilities, the <br /> construction of which could cause significant environmental impacts, in <br /> order to maintain acceptable service ratios, response times or other <br /> performance objectives for any of the public services: <br /> Fire protection? <br /> The proposed development would allow 2,416 new residential units. These <br /> dwelling units would house approximately 6,301 residents. The proposed <br /> development would create about 190 more jobs than projected for the area under <br /> lame it 5-152 <br />
