Phase I Environmental Site Assessment <br /> Neighborhoods D,K,L,and Town Center,Mountain House,California <br /> Page 3 <br /> • Assessment of PCB transformers(Master Plan, Chapter 6,Section 69,Page 6.20) <br /> t� <br /> a Canals(within V2-mile) (Master Plan, Chapter 6, Section 6.8.4,Page 6.18) <br /> Gas line relocation plan(Specific Plan 1,Section 6.6.2) <br /> 1.2.1 Site Reconnaissance <br /> Condor conducted a Site reconnaissance and prepared a general description.of the Site. Observations were <br /> made on the Site, along the periphery of the Site, and in areas common to the Site and adjacent properties <br /> to assess if conditions suggest that hazardous substances are present on, or might migrate to, the Site. <br /> Obvious terrain characteristics of concern, such as areas of distressed vegetation, ground stains, Iandfills, <br /> depressions,and/or evidence of any above-grade and below-grade tanks,were also noted. <br /> 1.12 Historical Information <br /> Historical information pertaining to the Site was reviewed to learn about permits granted or citations <br /> issued (including well and/or underground storage tank permits), prior usesof the Site and properties <br /> immediately adjacent to the Site, and local geologic and hydrogeological data, as appropriate. <br /> Topographic maps and reasonably obtainable historical aerial photos were reviewed to assess historical <br /> land uses on and.near the Site. Sanborn .Fire Insurance Maps were not available for the Site and <br /> surrounding areas. Additional research includes locations of existing fuel pipelines, abandoned fuel <br /> pipelines, gas exploration wells, and other previously recorded sources of hazardous substances on and <br /> within 500 feet of the project area Master Plan Chapter Six Sections 6.8.1 Fuel Lines and Pipelines, <br /> Implementation a and b and 6.8.4 Other Potential,Hazards, Implementation a,b, and c). <br /> 1.2.3 Review of Environmental Records <br /> The non-confidential portions of reasonably obtainable and practically reviewable records retained by <br /> Federal, State, and local agencies for properties in the vicinity of the Site within an approximate minimum <br /> search distance that have been investigated and/or inspected by these agencies were reviewed for potential <br /> environmental'liability.The records review is included in the EDR report, Appendix C. <br /> 1.2.4 Evaluation and Report Preparation <br /> A written report of the findings of the assessment (this report) was prepared upon completion of the <br /> investigation. The <br /> g report includes information to support the conclusions reached by Condor that relate to <br /> the environmental condition of the Site and to potential environmental liability, if discovered during the <br /> assessment. <br /> I� 1.3 SIGNIFICANT ASSUMPTIONS <br /> 1.31 ASTM Assumptions . <br /> ASTM 3.3.27 Practically reviewable — Information that is practically reviewable means that the <br /> information is provided by the source in a manner and form that, upon examination, yields information <br /> relevant:to the property without the need for extraordinary analysis of irrelevant data. The form of the . <br /> information shall be such that the user can review the records fora limited geographic area. Records that <br /> cannot be feasibly retrieved by reference to the location of the property or a geographic area in which the <br /> property is located are not generally practically reviewable. Most databases of public records are <br />! practically reviewable if they can be obtained from the source agency by the county, city, zip code, or <br /> other geographic area of the facilities listed in the record system. Records that are sorted, filed, organized, <br /> or maintained by the source agency only chronologically are not generally practically reviewable. <br /> i �1� CONDOR <br />
