Phase I Environmental Site Assessment <br /> Neighborhoods D,K,L,and Town Center,Mountain House,California <br /> Page 19 <br /> fes;, He indicated that agricultural chemicals have been used on the properties and that the use reports are <br /> available from the SJCACO. Agricultural chemicals are currently mixed and stored off-site. In the past, <br /> an aerial service was used with agricultural chemicals being mixed off-site. Currently, agricultural <br /> chemicals are loaded into portable ASTs before application. Current crops are as follows: wheat on <br /> Neighborhood D and green-chop forage crops and volunteer oats on Neighborhoods K and L. He <br /> indicated those crops are probably the last for the Site. Past crops have included wheat, alfalfa, sugar <br /> beets, silage corn, and green-chop forage. The last season Town Center was farmed was approximately <br /> four years ago. He remembers seeing asparagus growing on either side of Mountain House Creek from <br /> approximately 1982 to 1985. Mr.-Arnaudo indicated that the old house in Neighborhood L was torn down <br /> with just its foundation remaining. He indicated that Trimark had the asbestos removed from the house <br /> before razing it, which was approximately three years ago. <br /> 6.3 INTERVIEW WITH OCCUPANTS <br /> None of the occupants were interviewed. <br /> G <br /> 6.4 INTERVIEW WITH LOCAL GOVERNMENT OFFICIALS <br /> No local government officials were interviewed. <br /> 6.5 PAST INTERVIEWS WITH OTHERS <br /> Larry Fragoso, Division Chief with the Tracy Fire Department, was interviewed on April 28, 2004, via <br /> telephone. Mr. Fragoso indicated he has worked for the Tracy Fire Department (City of Tracy and Tracy <br /> Rural Fire Districts have been incorporated) for approximately 30 years: He indicated that in the past, all <br /> that was needed for burning down a structure was a release of liability from the owner and a permit from <br /> the local air pollution control district: the property owner was responsible for any clearing and clean-up <br /> afterwards. He indicated the old homes in the Site vicinity were at least 50 years old. The Fire District <br /> only burns structures for training, not for demolition purposes. Asbestos clearance.and processing.done <br /> by the property owners are now part of the process for a permit to incinerate a structure. While Mr. <br /> i Fragoso indicated that some structures within Mountain House had been burned down, he did not <br /> specifically identify any within the neighborhoods that are the subject of this report. <br /> 7.0 ADDITIONAL SERVICES: PARTIAL RESPONSE TO MOUNTAIN HOUSE <br /> MASTER PLAN, CHAPTER SIX REQUIREMENTS <br /> Additional services included noting other hazards within a 500-foot search radius of the property, such as <br /> pipelines and gas wells.In February 2004, Condor <br />� <br /> completed a <br /> study regarding Pi elines, <br /> gas wells, <br /> and <br /> known hazardous substances located within the Mountain House <br /> Community (Condor, 2004).-That work <br /> has been referenced in this report to comply with the Mountain House New Community Master Plan <br /> Chapter Six Requirements,as well as to provide additional specialized knowledge for the Phase I ESA. <br /> 7.1 MAPPING OF PIPELINES(MASTER PLAN, CHAPTER 6, SECTION 6.8.1, PAGE 6.14) <br /> Pipelines and abandoned pipeline easements identified by Condor on or within 500 feet of Neighborhoods <br /> D,K, L, and Town Center(Site vicinity) are shown in Figure 5, Appendix A. There are three active fuel <br /> pipelines within the vicinity of Neighborhoods K and L and. Town Center:. two petroleum product <br /> pipelines and one natural gas pipeline owned by PG&E. There are two abandoned petroleum product <br /> pipeline alignments within this vicinity. The one active PG&E natural gas pipeline transects the central <br /> portion of the Town Center. A Chevron petroleum products pipeline was removed along the south side of <br /> Byron Road, for which Condor conducted an environmental assessment in 2001.
