Phase I Environmental Site Assessment
Neighborhoods D,K,L,and Town Center,Mountain House,California
Page 20
` assessment are presented in Chevron Pipeline Easement Environmental Assessment Repo , dated
November 26,2001 (Condor project No. 2496JI).
There is an abandoned Shell Oil petroleum product pipeline alignment within Neighborhood D. An
abandoned and partially removed petroleum products pipeline alignment transects the northwestern
through to the southeastern portions of Neighborhood D and is roughly parallel to and approximately
4,000 feet to the northeast of the two active PG&E natural gas pipelines and the southern Chevron/Texaco
pipeline in Neighborhood C. Condor conducted an environmental assessment in 2003 for a portion of the
Shell Oil petroleum pipeline. The results of this assessment are presented in the Former Shell Pipeline
.Investigation Report dated January S, 2004(Condor project No. 2496T5).
7.1.1 Active Pipelines
There are two active petroleum product pipelines within 500 feet of Neighborhood L and Town Center
and one active natural gas pipeline on Town Center properties. During the course of Condor's Chevron
pipeline easement investigation along Byron Road, two additional petroleum pipelines were identified in
the area: a six-inch diameter Chevron/Texaco petroleum pipeline along on the north side of Byron Road
and a 12-inch diameter. Kinder Morgan petroleum pipeline also along on the north side of Byron Road.
The Kinder Morgan petroleum product pipeline was previously owned by Santa Fe Pacific Petroleum and
is approximately 30 feet southwest of, and parallel to,the railroad located north of Byron Road.
The one active natural gas pipeline is a six- and eight-inch diameter distribution line, which runs north
along Mountain House Parkway (formerly Patterson Pass Road), west along Amaudo Boulevard, north
along Dc Anza Boulevard (through Town Center), and northwest across the easternmost portion of
Neighborhood H, the southernmost portion of Neighborhood J, and the southern half of Neighborhood I
(Figure 5,Appendix A). A gas pipeline warning sign is posted on the west side of Kelso Road and on the
south side of Byron Road. This PG&E pipeline is located within the historic pipeline easement that was
formerly owned by Standard Oil Company.
7.1.2 Abandoned Chevron Pipeline:Byron Road
The abandoned Chevron crude oil pipeline, also known as the Old Valley Pipeline (OVP), is located
along the south side of Byron Road in the vicinity of Neighborhood L and Town Center. Condor
conducted a limited soil and bnoundwaterinvestigation adjacent to Byron Road to investigate gate the possible
presence of petroleum hydrocarbons in soil related to the OVP. Soil and groundwater investigation
activities were conducted at the Site between June 6 and 28, and on July 24 and 25, 2001. Subsequent
sampling was conducted to evaluate the impact of detected petroleum hydrocarbons on construction.
In summary, contaminated soil [petroleum hydrocarbons. and polynuclear aromatics (PNAs)] was
observed
and detected in soil borings at depths ranging from four to 46 feet b s. Groundwater
sampling
g
from the soil borings with visible contamination indicated contamination by petroleum hydrocarbons and
Y
PNAs. However, soil and groundwater contamination by petroleum hydrocarbons in the vicinity of the
OVP in the areas investigated by Condor between the Alameda County line and Wicklund Road is
intermittent along the alignment (See Figure 5, Appendix A) and is up-gradient of Neighborhood L.
Ongoing investigation and remediation efforts associated with the OVP contamination are being
conducted by Chevron Environmental.Management Company.
7.1.3 Abandoned Shell Pipeline Alignment
A petroleum products pipeline alignment formerly owned by Shell transects Sections 8 and 16, Township 2
South, and Range 4 East from northwest to southeast. According to past inquiries, the pipeline was removed
in the northern half of Section 16 and abandoned in place in the southern half of that section (Neighborhood
yrs --
"a CONDOR
