Phase I Environmental Site Assessment
Neighborhoods D,K,L,and Town Center,Mountain House,California
Page 21
D). Recent activities have indicated that the pipeline alignment contained two parallel pipelines called the
Central Valley Crude (CVC) pipelines, eight and ten inches in diameter, approximately six to eight feet
apart, and buried approximately five feet bgs. The CVC lines were removed in the 1960s, and Shell
backfilled the trench to ground surface subsequent to removal of the pipelines.
Environmental assessment activities conducted in June through August of 2003 by Condor and other
consultants along the former pipeline alignment in adjacent Neighborhood E have identified soil and
groundwater contamination from petroleum hydrocarbons, primarily in the form of crude oil. However, this
soil and groundwater contamination is intermittent along the alignment (See Figure 5, Appendix A).
Trenches were excavated along the former pipeline alignment, and petroleum hydrocarbon contamination
was identified in several locations. Ongoing environmental assessment and remediation activities are being
conducted by Shell.
7.2 GAS'LINE RELOCATION PLAN FOR NEIGHBORING COMMUNITY
The 6- and 8-inch diameter PG&E naturaI'gas line that continues through Town Center is anticipated to
be relocated along the planned major thoroughfares in Neighborhoods H,I, and J.
7.3 MAPPING OF ABANDONED GAS WELLS (MASTER PLAN, CHAPTER 6, SECTION 6.8.4,
PAGE 6.17)
7.3.1 Abandoned Gas Wells
Condor contacted DOGGR and obtained records for one abandoned exploration gas well located in the
northwestern corner, of Neighborhood L. The well location is approximated based on recorded well
installation location descriptions. The estimated accuracy of the well collar location shown in Figure 5,
Appendix A is=L 200 feet. According to DOGGR records, the well was non-productive for oil or natural
gas, was abandoned, and received DOGGR closure shortly after it was drilled. A copy of the well record
including abandonment details. is provided in Appendix H. The well summary/history report indicates
that the well was plugged with cement to five feet bgs, the casing was cut, and a 1/a-inch steel plate was
welded on the top of the casing.
7.3.2 Other Previously Recorded Sources of Hazardous Substances
Several previously recorded possible sources of hazardous substances were identified in the Specific Plan
I and were included in the Mountain House Master Plan Chapter One, Figure 1.8: Pre-Development Site
Constraints. The details regarding these previously indicated possible sources of hazardous substances
were not readily available. Pesticide storage areas and storage tanks were identified and are included in
Figure 5,Appendix A. The Iocation descriptions are approximated based on the Mountain House Master
Plan Chapter One, Figure 1.8. Some of the previously recorded sources of hazardous substances-were
observed during past reconnaissances within the Mountain House neighborhoods.
Four locations are on Neighborhood D or' within 500 feet of it. The pesticide storage area locations
include two areas inure d'
e tateIy north of Grant Line Road, in Neighborhood D. The details regarding these
previously indicated possible sources of hazardous substances were not readily available. A small .
household waste dump area was indicated as formerly.being located in the northeast corner of
Neighborhood C near the former Shell pipeline alignment. SJCEHD was contacted regarding. the
resolution of this small dumping area and an SJCEHD representative indicated in a telephone interview.
(December 30; 2003)that SJCEHD granted this area a"No Further Action' status. A letter (dated March
5, 1997) regarding this area and a Telephone Call/Meeting Record.are contained in Appendix E.
SJCEHD was also contacted regarding the two EDR database search addresses, 19720 W.
