Phase 1 Environmental Site Assessment <br /> Neighborhoods D.K,L,and Town Center,Mountain House,California <br /> Page 26 <br /> It is Condor's opinion the service station on the southwest corner of Mountain House Parkway and Byron <br /> Road constitutes an historical recognized environmental condition pursuant to the ASTM E 1527-00. An <br /> historic map (apparently Pacific Gas and Electric map from 1937 to 1944) includes a service station at <br /> that location. No evidence of the service station has been detected at this location, however, underground <br /> fuel storage is typically associated with service stations. <br /> It is Condor's opinion that the piles of debris and solid waste, the old tires, and the old electrical <br /> transformers constitute de minimis conditions pursuant to the AS Standard. The debris and solid <br /> waste, the old tires, and the old electrical transformers should be properly disposed of by taking them to <br /> the appropriate waste disposal facilities. <br /> It is Condor's opinion that the old outbuildings, wells, and possible PCB-containing electrical <br /> transformers constitute de minimis conditions pursuant to the ASTM Standard. The records for the <br /> electrical transformers should be researched, the old outbuildings properly disposed of, and the wells <br /> tested and/or properly abandoned to prevent them from becoming conduits for groundwater <br /> contamination. <br /> E <br /> All opinions expressed herein are based upon the evidence reviewed and the assumptions made during the <br /> assessment. <br /> The findings and results for the Partial Response of this report are as follows (the reference in the <br /> parentheses following each entry identifies the corresponding mitigation requirement): <br /> 1. Mapping of pipelines, including existing and abandoned fuel lines (Appendix A, Figure 5), <br /> has been completed. There are two active and one abandoned petroleum product pipelines <br /> within 500 feet of Neighborhood L and Town Center. There is one PG&E natural gas line <br /> transecting Town Center (see item 7 below). There is one abandoned petroleum product <br /> pipeline transecting Neighborhood D. In addition, there are several irrigation <br /> pipelines/waterways on the Site. Near surface irrigation pipelines and drains will be removed <br /> during Site grading. The deeper.agricultural drains will be abandoned in place (Master Plan, <br /> Chapter 6,Section 6.8.1,Page 6.14). <br /> 2. Mapping of abandoned gas .wells and investigation of appropriate closures has been <br /> completed. There is one plugged and abandoned dry-hole located within the northwestern <br /> portion of Neighborhood L (Appendix A, Figure 5). DOGGR records indicate that the well <br /> was plugged with cement to five feet bgs, the casing was cut, and a '/4-inch steel plate was <br /> welded on the top of the casing. No productive gas well is or has been located on or within <br /> - 500 feet of the Site. Previously recorded possible sources of hazardous substances are located <br /> on the Site (Appendix A. Figure 5). The pesticide storage areas include two areas in <br /> Neighborhood L; three areas in Town Center, and two areas in Neighborhood D. A possible <br /> former gas station was indicated in the northeastern comer of Town Center.ASTs were indicated <br /> in Neighborhood I and Town Center(it is possible that the suspected underground storage tank <br /> could have been an AST in Town Center). During the March 2004 reconnaissance and during <br /> the November 2004.site reconnaissance, no storage of agricultural chemicals was observed on <br /> � <br /> Neighborhood L. An AST was identified on APN 209-030-04 (Neighborhood L) during the <br /> March 2004 reconnaissance(Master Plan, Chapter 6,Section 6.8.4, Page 6.17). <br /> 3. Site Searches/Assessments in accordance with ASTM Standards were completed in the Phase <br /> �. I ESA of Neighborhoods D, K, and L and Town Center. The search radius was extended by <br /> �"', CONDOR <br />
