Appendix C: CEQA FINDINGS <br /> MOUNTAIN HOUSE REVISED NEIGHBORHOODS K AND L <br /> I. INTRODUCTION <br /> I. These CEQA findings are adopted by the County of San Joaquin (the <br /> "County") as the lead agency for the Mountain House Master Plan (the "Master Plan") and <br /> approval of Tentative Subdivision Maps for Neighborhoods K and L (the "Project"). These <br /> findings pertain to the Environmental Impact Report, SCH #90020776 (the"1994 MEIR") <br /> prepared for the Master Plan, which was certified on November 10, 1994. These findings also <br /> pertain to the Initial Study/Mitigated Negative Declaration prepared for the Project. <br /> 2. An application for the Project was filed with the County on November 7, <br /> 2010. The application was deemed complete for processing on December 28, 2010. The Project <br /> requires two Tentative Subdivision Maps (PA-1000266; PA-1000267). The County prepared an <br /> Initial Study/Mitigated Negative Declaration for the Project in September 2011 ("2011 IS/MND"). <br /> II. THE PROJECT <br /> 3. The Project is made up of two new Tentative Subdivision Maps—one for <br /> Neighborhood K and the other for Neighborhood L. The Project would include development of <br /> 691 acres, or 14.5 percent of the approximately 4,780 acres of Mountain House. 'It would include: <br /> Two residential neighborhoods, containing 1,578 single-family detached homes and 838 attached <br /> homes (total of 2,416 dwelling units); 38.93 acres of commercial uses, consisting of 2.95 acres of <br /> neighborhood commercial, 19.01 acres of community commercial, and 16.97 acres of mixed use; <br /> 140.66 acres of neighborhood, community and regional parks, including a linear park/trail system <br /> along Old River that forms the northern boundary of Mountain House and a park a long Mountain <br /> House Creek that is part of Neighborhood L, 47.33 acres of lakes in Neighborhood K and 52.93 <br /> acres of lakes in Neighborhood L; 12.67 acres of water quality basins in Neighborhood L; one 2- <br /> acre area in Neighborhood L for a transit station adjoining the Union Pacific Railroad and Byron <br /> Road, 1.13 acres for public facilities in Neighborhood K and 5.2 acres of private facilities in <br /> Neighborhood K; 33.11 acres for two separate K-8 schools, one in each neighborhood; <br /> Landscaped roadways to interconnect the community; extensions of bicycle/pedestrian trails; and <br /> expansions of all required infrastructure and utilities (e.g., water and wastewater lines, etc.). <br /> 4. Mountain House is a master community located on a 4,780-acre site <br /> near San Joaquin County's border with Alameda County, northwest of the City of Tracy. The <br /> Mountain House Master Plan land use map is the General Plan Community Plan 2010 map for <br /> Mountain House. Ultimate buildout of the community is projected to include a resident population <br /> of about 42,000 persons and jobs for about 22,000. Buildout of Specific Plan II would <br /> accommodate about 24,900 of the projected total Mountain House population of 42,000. <br /> Currently, approximately 3,000 residential dwelling units and other uses (including office and <br /> retail, schools, and other civic facilities) have been developed in the community. The Project <br /> (Neighborhoods K and L) would be the final residential development within the project. <br /> 5. The Project would be consistent with the land uses and densities shown <br /> for the project site in SPII and would not require amendments to either SPIT or the Mountain <br /> House Master Plan. <br /> III. ENVIRONMENTAL REVIEW <br /> 6. The Project will be part of Specific Plan II, the second major phase of the <br /> development identified in the Mountain House Master Plan Final EIR, which is a Master EIR <br /> (adopted in 1994 by the San Joaquin County Board of Supervisors and referred to hereinafter as <br /> the"1994 MEIR").
