IV. CEQA FINDINGS PURSUANT TO PUBLIC RESOURCES CODE SECTIONS 21080, <br /> 21157.1, 21157.6 AND CEQA GUIDELINES 15074, 15077 AND 15079 <br /> 12. The 2011 IS/MND was duly prepared, properly circulated and completed <br /> in accordance with CEQA. <br /> 13. The 2011 IS/MND was presented to the Planning Commission, and it <br /> was independently reviewed and considered, together with the comments received during the <br /> public review period, by the Planning Commission prior to acting on the Project. The 2011 <br /> IS/MND reflects the Planning Commission's independent judgment and analysis. <br /> 14. The 2011 IS/MND for the Project has been properly completed, has <br /> identified all significant environmental effects of the Project, and there are no known potential <br /> environmental effects that are not addressed in the 2011 IS/MND and 1994 MEIR. <br /> 15. Pursuant to CEQA Guidelines section 15177 and 15087, the Project has <br /> been modified with mitigation measures to eliminate significant impacts, or to reduce such <br /> impacts to a level of insignificance, in all instances. <br /> 16. The Project may have significant adverse impacts on the environment. <br /> However, those impacts can be mitigated to an insignificant level by implementing the mitigation <br /> monitoring and reporting program attached as Attachment"A." <br /> 17. Based on the whole record, including the 2011 IS/MND and the 1994 <br /> MEIR, there is no substantial evidence that the Project will have a significant effect on the <br /> environment. <br /> V. FINDINGS REGARDING THE TENTATIVE SUBDIVISION MAPS <br /> 18. The County finds that the Tentative Subdivisions Maps are consistent <br /> with the County General Plan, the Master Plan, Specific Plan ll, the Public Financing Plan, and <br /> any other application plan adopted by the County. The Maps are discussed in the 2011 IS/MND <br /> and also in staff reports presented to the County. The County adopts the conclusions, analysis, <br /> and explanations contained in the staff reports and the 2011 IS/MND. The County approves the <br /> Maps for the Project, subject to the Conditions of Approval. <br /> 19. The Maps contain all information required by State Law. <br /> 20. All applicable provisions of the Mountain House Master Plan <br /> Development Agreement have been met. <br /> 3 <br />
