Hazelton Avenue <br /> Stockton, CA 95205 <br /> Re: Notice of Completion,Mitigated Negative Declaration(MND) <br /> Mountain House Neighborhoods K and L <br /> SCH#2011092041 <br /> Dear Ms. King: <br /> As the state agency responsible for rail safety within California,the California Public Utilities <br /> Commission (CPUC or Commission)recommends that development projects proposed near rail <br /> corridors be planned with the safety of these corridors in mind. New developments and <br /> improvements to existing facilities may increase vehicular traffic volumes, not only on streets and <br /> r at intersections, but also at at-grade highway-rail crossings. hi addition,projects may increase <br /> pedestrian traffic at crossings,and elsewhere along rail corridor rights-of-way. Working with <br /> CPUC staff early in project planning will help project proponents, agency staff,and other <br /> reviewers to identify potential project impacts and appropriate mitigation measures, and thereby <br /> improve the safety of motorists,pedestrians,railroad personnel,and railroad passengers. <br /> We concur with page 5-172,Mitigation Measure M4.12-8: The Master Plan was amended to <br /> address safe rail crossings for vehicles, pedestrians, and bicyclists. This would be consistent with <br /> the original Specific Plan U adopted 2/8/05. It is recommended that the Original mitigation <br /> measures for rail safety affecting at-grade railroad crossings be incorporated in all mitigation <br /> monitoring sections of environmental documents for consistency and follow-up by the lead <br /> Agency. <br /> Thank you for your consideration of these comments.
