General Plan 2035 Policy Document Table IS-2 (Page 3.2-39) <br /> New projects in urban communities shall be served by a public sewer system. Onsite wastewater <br /> treatment system may be permitted in Rural Residential areas, Commercial areas adjacent to Rural <br /> Residential areas, and in Warehouse Industrial zones, if General Plan poiicies and Development Title <br /> regulations are met. <br /> • The applicant is proposing a Generai Plan designation of Limited Industrial (I/L) and a <br /> zoning of Warehouse (I-W), and the proposed site meets the necessary General Plan <br /> policies and Development Title regulations. Therefore, future development on the site may <br /> be served with an on-site septi,system. <br /> STORMWATER <br /> General Plan 2035 Policy Document Stormwater Drainage Policy IS-7.2 (Page 3.2-41) <br /> The County shall require the minimum standards for stormwater drainage system improvements <br /> provided in Table IS-3 for the approval of tentative maps and zone reclassifications. <br /> General Plan 2035 Policy Document Table IS-3 (Page 3.2-41) <br /> New development in urban communities shall have access to a public drainage system, with terminal <br /> drainage. <br /> • The project parcel has historically drained runoff into Sugar Cut. Future development on the <br /> parcel will be permitted to utiiize a detention system that stores water and then discharges at <br /> a pre-development rate into adjacent Sugar Cut. <br /> Bases for Zone Reclassification <br /> Development Title Section 9-812.4 states that prior to approving an application for a Zone <br /> Reclassification, the Planning Commission and Board of Supervisors shall determine that all of the <br /> following are true: <br /> A. The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan; <br /> • The Warehouse (I-W) zone is an implementing zone of the Limited Industrial (IIL) General <br /> Plan land use designation. If the General Plan designation is changed to IIL, then the zone <br /> change to I-W would be consistent with the General Plan. There are no applicable Master <br /> Plans or Specific Plans in the vicinity. <br /> B. The proposed zone district is reasonable and beneficial at the time. <br /> • The proposed Zone Reclassification for the 54.9-acre portion of the parcel is reasonable <br /> and beneficial at this time as the site is not productive farmland. The Department of <br /> Conservation's Farmland Mapping and Monitoring Program classifies the land as "Urban <br /> and Built-Up Land" which is defined in part as land used for industrial, commercial, and <br /> other developed purposes. The remaining 67.65 acres of the subject parcel is currently <br /> zoned for and developed with industrial uses.
