Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Forward General Plan Map Amendment No. PA-1800162 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required "Basis for <br /> General Plan Map Amendment"; <br /> 3. Forward Zone Reclassification No. PA-1800163 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required "Bases for <br /> Zone Reclassification". <br /> Basis for General Plan Map Amendment <br /> 1. The internal consistency of the General Plan is maintained in adoption of the Map Amendment. <br /> This determination can be made because the proposed project is consistent with the <br /> Limited Industrial policies of the General Plan. These policies require that the Limited <br /> Industrial designation be applied in areas served by, or pianned to be served by, a <br /> public water, wastewater, and drainage system. Future- development on the subject <br /> portion of this parcel is to be served by public water and storm drainage systems. <br /> Although there is no access to a public wastewater system, pursuant to General Plan <br /> 2035 Policy Document Table IS-2 (Page 3.2-39), new projects in urban communities may <br /> be permitted to have onsite wastewater treatment systems in the Warehouse zone. <br /> Because the applicant has requested a zone reclassification to the Warehouse (I-W) <br /> zone, and if the application is approved, future development on the site may be served <br /> by an onsite septic system. <br /> Bases for Zone Reclassification <br /> 1. The proposed zone is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan; and <br /> • This determination can be made because the Warehouse (I-W) zone is an implementing <br /> zone of the Limited Industrial (1/L) General Plan designation. If the General Plan <br /> designation is changed to I/L, then the zone reclassification to I-W would be consistent <br /> with the General Plan. The proposed zone is also consistent with the locational <br /> requirements of the General Plan. There are no applicable Master Plans or Specific <br /> Plans in the vicinity. <br /> 2. The proposed zone district is reasonable and beneficial at the time. (Development Title Section 9- <br /> 812.4) <br /> • This determination can be made because the 54.9-acre portion of the parcel is not <br /> productive farmland and is adjacent to existing industrial operations.
