Analysis <br /> Background <br /> The proposed project site is relatively flat, vacant land in the urban community of Tracy. The site is a <br /> portion of the former Holly Sugar parcel which has been industrially developed since the early 1900s. <br /> General Plan Policies <br /> In order to approve a General Plan Map Amendment, the Planning Commission and Board of Supervisors <br /> shall determine that the internal consistency of the General Plan is maintained in adoption of the <br /> proposed General Plan Amendment. (Development Title Section 9-803.4) The proposed change must be <br /> consistent with all of the various General Plan goals, policies, objectives, and implementation measures. <br /> Limited Industrial (I/L) (2035 General Plan, gape 3.1-51) <br /> "This designation provides for a range of industrial employment-generating uses, including <br /> production, assembly, warehousing, and distribution, that are conducted entirely within enclosed <br /> buildings and have screened outdoor storage areas. The Limited Industrial designation is limited to <br /> areas served by, or planned to be served by, a public water, wastewater, and drainage system" <br /> • The parcel is to be served by public water and storm drainage systems but does not have <br /> access to a public wastewater system. However, pursuant to General Plan 2035 Policy <br /> Document Table IS-2 (Page 3.2-39), new projects in urban communities may be permitted to <br /> have onsite wastewater treatment systems in the Warehouse zone. Because the applicant <br /> has requested a zone reclassification to the Warehouse (I-W) zone, and if the application is <br /> approved,future development on the site may be served by an onsite septic system. <br /> In addition, the Limited Industrial land use designation is limited to areas located on a County-defined <br /> Minor Arterial or higher classification roadway: <br /> • The parcel is located off of the major highway interchange of Interstate 205 and Tracy Blvd. <br /> in Tracy.The roads adjacent to the site—Sugar Road and Holly Drive—are in the jurisdiction <br /> of the City of Tracy. The 2012 Tracy Citywide Roadway & Transportation Master Plan <br /> classifies Sugar Road and Holly Drive as future arterial roads (TMP, Figure 4.9a, pg. 161). <br /> Currently,the roads are classified as local roads. At such time as the City of Tracy develops <br /> these roads,the classification will be upgraded to Arterial. <br /> Service Requirements <br /> WATER <br /> General Plan 2035 Policy Document Water Treatment and Delivery Policy IS-5.2 (Page 3.2-36) <br /> The County shall require the minimum standards for water system improvements provided in Table <br /> IS-1 for the approval of tentative maps and zone reclassifications. <br /> General Plan 2035 Policy Document Table IS-1 (Page 3.2-37) <br /> New projects in urban communities shall be served by public water systems. <br /> San Joaquin County PA-1800162 & PA-1800163\Holly Commerce Center <br /> Community Development Page 4 <br />
