PA-1.800162 AND <br /> ZONE RECLASSIFICATION APPLICATION NO. PA-1800163 -OF HOLLY <br /> COMMERCE CENTER LLC (C/O PHELAN DEVELOPMENT COMPANY) (APN: <br /> 212-160-20) (ADDRESS: 20500 S. HOLLY DRIVE, TRACY) <br /> The- applicant has submitted the above-referenced applications for a General Plan Map <br /> Amendment to change the General Plan designation of a 54.9 acre portion of a 110.35 acre <br /> parcel from General Industrial (I/G) to Limited Industrial (I/L) and a Zone Reclassification to <br /> change the zoning of the same 54.9 acre portion from General Agriculture, 40-acre minimum <br /> (AG-40)to Warehouse (IM). <br /> The project site is located at the eastern terminus of Sugar Road, 1,400 feet north of Sugar.Road, <br /> Tracy. <br /> The subject portion of the property has a General Plan designation of I/G (General Industrial) and <br /> is zoned AG-40 (General Agricultural, 40-acre minimum). The project site is located within the <br /> urban community of Tracy. <br /> The Community Development Department has reviewed the applications for PA-1800162 and <br /> PA-1800163 and offers the following comments: <br /> General Plan Policies <br /> In order to approve a General Plan Map Amendment, the Planning Commission and Board of <br /> Supervisors shall determine that the internal consistency of the General Plan is maintained in <br /> adoption of the proposed General Plan Map Amendment. (Development Title Section 9-803.4) <br /> The proposed change must be consistent with all of the various General Plan goals, policies, <br /> objectives, and implementation measures. <br /> Limited Industrial (I/L) (2035 General Plan, page 3.1-51) <br /> "This designation provides for a range of industrial employment-generating uses, including <br /> production, assembly, warehousing, and distribution, that are conducted entirely within <br /> enclosed buildings and have screened outdoor storage areas. The Limited Industrial <br /> designation is limited to areas served by, or planned to be served by, a public water, <br /> wastewater, and drainage system and located on a County-defined Minor Arterial or higher <br /> classification roadway." <br /> 1 <br />
