• The parcel is to be served by public water and storm drainage systems but does not <br /> have access to a public wastewater system. However, pursuant to General Plan 2035 <br /> Policy Document Table IS-2 (Page 3.2-39), new projects in urban communities may <br /> be permitted to have onsite wastewater treatment systems in the Warehouse zone. <br /> Because the applicant has requested a zone reclassification to the Warehouse (I-W) <br /> zone, and if the application is approved, future development on the site may be <br /> served by an onsite septic system. <br /> • The parcel is located off of the major highway interchange of Interstate 205 and <br /> Tracy Blvd. in Tracy. The roads adjacent to the site — Sugar Road and Holly Drive— <br /> are in the jurisdiction of the City of Tracy. The 2012 Tracy Citywide Roadway & <br /> Transportation Master Plan classifies Sugar Road and Holly Drive as future arterial <br /> roads (TMP, Figure 4.9a, pg. 161). Currently, the roads are classified as local roads. <br /> At such time as the City of Tracy develops these roads, the classification will be <br /> upgraded to Arterial. <br /> Service Requirements <br /> WATER <br /> General Plan 2035 Policy Document Water-Treatment and Delivery Policy IS-5.2 (Page 3.2-36) <br /> The County shall require the minimum standards for water system improvements provided in <br /> Table IS-1 for the approval of tentative maps and zone reclassifications. <br /> General Plan 2035 Policy Document Table IS-1 (Page 3.2-37) <br /> New projects in urban communities shall be served by public water systems. <br /> • The applicant has submitted a will-serve letter for water service from the City of <br /> Tracy. Future development on the parcel wiH be served by the public water system <br /> of the City of Tracy. <br /> WASTEWATER <br /> General Plan 2035 Policy Document Wastewater Treatment and Disposal Policy IS-6.4 <br /> (Page 3.2-38) <br /> The County shall require the minimum standards for wastewater system improvements <br /> provided in Table IS-2 for the approval of tentative maps and zone reclassifications. <br /> General Plan 2035 Policy Document Table IS-2 (Page 3.2-39) <br /> New projects in urban communities shall be served by a public sewer system. Onsite <br /> wastewater treatment system may be permitted in Rural Residential areas, Commercial <br /> areas adjacent to Rural Residential- areas, and in Warehouse Industrial zones, if General <br /> Plan policies and Development Title regulations are met. <br /> • Because the application proposes a General Plan designation of Limited Industrial <br /> (I/L) and the zone of Warehouse (I-W), and the proposed site meets the necessary <br /> General Plan policies and Development Title regulations, future development on <br /> the site may be served with an on-site septic system. <br /> 2 <br />
