June 17,2002
NOA ENVIRONMENTAL PROJECT NUMBER LE02-183
F VII. SITE VISITIASSESSMENT
A visual reconnaissance of the subject property was conducted prior to the compilation of this report.
Photographs of the subject property are attached to this report as Appendix B. A site
visit/assessment checklist is attached to this report as Appendix C.
The subject property Yis bounded by North Ho
mestead Lane to the east and an unnamed, unimproved
road to the north. There is a residence to the west , beyond a field, (see photograph 2) and-an
Forchard to the south (see photograph 3). The subject property is essentially flat and is used as a
residence,a cottage(guest house), a garage, a barn, a henhouse and an outbuilding(see photographs
4-6). All of these buildings are located in the approximate center of the subject property. The
remainder of the property is covered with seasonally dry grasses and weeds. There are two
transformers on the property, double mounted on one pole (see photograph 7). A street light was
mounted on a different pole in the vicinity of the transformer pole. One fill pipe was observed,
directly in front of the main residence(see photograph 8. The fill pipe resembles a clean-out entry
for an old septic system line. The well that services the subject property was located between the
henhouse and the main residence(sed photograph 9). On the east side of the barn there were several
_t shelves on which many paint cans were stored(see photograph 10). Further investigation proved that
most of the cans were near empty and that the lids of the cans were secure. Three gas cans were
stored on the east side of the barn as well (see Photograph 11). There were three areas where old
building materials were stacked (see photographs 12-14).
There were three aboveground stoEaggJpLnks on the property. One propane tank is in use at this time
(see photograph 15). Another propane tank is neither connected nor in use, it is believed to be empty
(see photograph 16). An aboveground fuel storage tank(AST) was being stored on the north side
of the barn at the time of the reconnaissance(see photograph 17). A conversation with Mr. Shoneff,
along with information from the questionnaire, related that the tank is empty and that it is for sale.
The ground below the tank was clean, covered with seasonally dry vegetation and odor free (see
F photograph 18). Mr. Shoneff showed NOA where the tank was placed when he bought the property
in 1993. The area where the tank had been used, prior to the Shoneffs ownership of the subject
property, is growing lush vegetation(see photograph 19). Photograph 20, below, shows the layout
F of the subject property.
F1
F
10
