h. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards to prevent the increased runoff release rate of storm water from discharging <br /> onto other properties. Drywells are not allowed. Retention basins shall be fenced with six-foot-high <br /> chain-link fenCe or the equivalent when the maximum design depth is 18 inches or more. Required <br /> retention basin capacity shall be calculated by a registered civil engineer, licensed contractor, or <br /> licensed architect prior to the release of building permits. (Development Title Section 9-1135) <br /> i. Developments of less than one acre that are not part of a larger common plan of development shall <br /> comply with the County National Pollutant Discharge Elimination System (NPDES)requirements by <br /> following the practices in the County's"Small Site Stormwater Management Plan." <br /> NOTE: This property is subject to the requirements of the San Joaquin County Mosquito and Vector <br /> Control District(209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices guidelines for storm water devices, ponds, and wetlands are <br /> available. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto,468-3443) <br /> a. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health which indicates that the area is suitable for septic system usage. <br /> The studies must be approved by Environmental Health prior to issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A review fee of$525.00 must be paid at the time of <br /> submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or EPA Design Manual for on-site waste water treatment and disposal systems is required for each <br /> parcel. A pegnit fee of$105.00 per percolation hole is required. <br /> b. Construction of an individual sewage disposal system under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings. (Development Title Sections 9-1110.3 and 9-11104.) <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane(DBCP) and <br /> nitrates with the results submitted to Environmental Health prior to issuance of building permits. <br /> Samples are]o be taken and analyzed by a State approved laboratory. (Development Title Section <br /> 9-1115.7) <br /> d. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure,wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR, Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> 4. COUNCIL OF GOVERNMENTS(Staff Contact: Anne-Marie Poggio-Castillou, 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). This can be up to a 30-day process, and it is recommended that the project <br /> applicant contact SJMSCP staff as early as possible.
