agencies and will be recommending that the Planning Commission deny the project <br /> based upon inconsistencies with the General Plan. <br /> General Plan Policy <br /> In order to approve the General Plan Amendment, the Board of Supervisors will have to <br /> determine that the internal consistency of the General Plan is maintained in adoption of <br /> the proposed General Plan Amendment. The Community Development Department has <br /> reviewed the proposed General Plan Amendment and has determined that it is <br /> inconsistent with the following General Plan policies: <br /> General Plan Development and Locational Criteria C (p. IV-32) states: <br /> "Property must be located on a Minor Arterial or higher classification roadway." <br /> • The property has frontage on two roads, Hurd Road and Manthey Avenue. Neither <br /> of these roads is classified as a Minor Arterial or higher classification roadway. <br /> General Plan Wastewater Treatment Objective No. 1 (p. IV-62) states: <br /> "To ensure adequate wastewater treatment and safe disposal of liquid waste." <br /> General Plan Wastewater Treatment Policy No. 1 (p. IV-62) states: <br /> "Expansion of urban communities shall be limited to areas where community <br /> wastewater treatment systems can be provided." <br /> • The proposed General Plan Amendment would expand the urban community of <br /> French Camp to include the western 0.9 acre portion of a 2.5 acre parcel of land <br /> bisected by Interstate 5. The applicant is proposing to develop the site with septic <br /> systems, which is inconsistent with the above General Plan policy and objective. <br /> Department of Public Health Issues <br /> The Department of Public Health has requested that a soil suitability test and a Phase II <br /> Environmental Study be conducted before further review of this application. The <br /> Department of Public Health will discuss these requirements in greater detail at the <br /> Development Committee meeting. Based upon the response from the Department of <br /> Public Health, the applicants have two options: <br /> 1. Put the application on hold in order to complete a soil suitability <br /> test and Phase II Environmental Study, prior to the proposal being <br /> heard by the Planning Commission; or; <br /> 2. Proceed with the application process without conducting the <br /> required studies and continue with the previously scheduled <br /> Planning Commission hearing of May 3, 2001.
