In a letter dated December 30, 2004, EHD required that a work plan to
investigate the lateral and vertical extent of contamination at the site and evaluate the feasibility
of vapor extraction as a remedial alternative for cleanup of the site be submitted to EHD by
March 1, 2005. The work plan dated May 2, 2005 was not received at EHD until May 20, 2005.
EHD approved the work plan with conditions on June 1, 2005. An addendum to the work plan
was received at EHD on June 30, 2005. EHD approved the addendum to the work plan on July
26, 2005.
Installation of two additional monitoring wells (MW4 and MW5) and three vapor extraction wells
(VEW1 —VEW3) was not completed until September 21, 2005. The vapor extraction test was
not completed until November 17, 2005. To date a report of this work with conclusions and
recommendations for the site has not been submitted to EHD or placed on Geotracker the State
Water Resources Control Board database system as required by the California Code of
Regulations, Title 23, Section 3890.
A report of this work is to be submitted to EHD by June 19, 2006. If the report is not submitted
by this date, you will not be in compliance with EHD directives and reimbursement for corrective
action costs by the State Water Resources Control Board Cleanup Fund may be jeopardized.
In addition, please be advised that the Cleanup Fund may no longer exist after December 31,
2010. It normally takes several years to complete the investigation, remediation and post
monitoring necessary to get a site to the status that further action is not required, so expediting
cleanup at your site is in your best interest.
If you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health D partment
==o, Supervising REHS
LOP/Unit IV
c: ATC - Jeanne Homsey
CVRWQCB —Jim Barton
