As you know, the responsible party requires concurrence with
the Regional Board. Pat Anderson of the Regional Board has stated to me that she
agrees that the lateral extent of contamination in soil has been defined so that the
site poses no credible risk to human health and the environment. Pat Anderson,
however, is still concerned about the vertical extent of benzene in soil at the site.
She stated that the presence of a, clean, sapolitic clay at the bottom of the deepest
borehole is not sufficient to demonstrate that the vertical extent of contamination
has been adequately defined. We agreed, in concept, that if one additional
borehole is extended through the most contaminated portion of the plume and
establishes that the benzene in soil cannot impact groundwater resources, she will
support site closure. Attenuation calculations for the vertical migration of
hydrocarbons and estimation of the overall mass of hydrocarbons at the site will
also be provided. The final subsurface investigation report will include lab results,
field data interpretations, illustrations, calculations, conclusions and
recommendations and will be submitted to the San Joaquin County Health
Department and the Regional Board for approval. If you have any questions, please
call me.
Sincerely,
V
 A,l!'r...z.
Franklin J.
