Mr. Phillips, consultant, Darrell Nations, and his attorney, <br /> Charlotte Uram, requested the meeting to discuss closure of the site. <br /> Margaret Lagorio and Harlin Knoll , from San Joaquin County also attended the <br /> meeting. A list of those who attended is attached. Also attached are <br /> handouts provided by Mr. Nations. <br /> Ms. Uram reported that she was representing Mr. Phillips as a favor to Mr. <br /> Nations. Mr. Phillips had been an employee of Shell Oil Company. He retired <br /> from Shell and acquired a former Shell service station in 1983, intending to <br /> retire on the profits from the station. The station has been operated by Mr. <br /> Phillips since 1983. Mr. Phillips attempted to lease the station to Beacon in <br /> 1987. During a site assessment by Applied Geo5ystems (AGS), soil and ground <br /> water contamination were encountered and Beacon declined to lease the site. <br /> Mr. Phillips is $250,000 in debt due to the site investigation and, therefore, <br /> cannot quit working or sell the property. Mr. Phillips has applied for SB2004 <br /> funds and should be in Class B if his application is acceptable. <br /> Logs for the -4 wells installed by AGS in 1987, indicate mostly sandy soils, <br /> with clay stringers, down to ground water at about 61 feet. The wells were <br /> screened from depths of about 54 to 78 feet. Soil contamination (gasoline) <br /> was encountered in the borings for MW1, MW2, and MW3 from 30 to 60 feet. No <br /> soil contamination was detected in MW4. All four monitoring wells contained <br /> ground water contaminated with BTEX and gasoline; with up to 2749 ppb gasoline <br /> and 147 ppb benzene in MW2. The direction' of ground water flow is to the <br /> southwest with MW2 the only downgradient monitoring well . <br /> Two dry wells on site were suspected by AGS to act as conduits to ground water <br /> from surface spills and they recommended that the dry wells be abandoned. <br /> Sometime between November 1987 and June 1988, the dry wells were abandoned, <br /> covered over, or destroyed. Neither Mr. Phillips, AGS, nor Mr. Nations <br /> provided information, in their reports and letters, on the methods used. <br /> The underground tanks and product lines were excavated in 1990 under Mr. <br /> Nations' supervision. The depth of the .tank excavation was not provided in <br /> the 11 July 1990 report. Approximately 800 cu. yds of soil were excavated and <br /> stockpiled on site. Several soil samples were collected from the excavation. <br /> One of the samples from the bottom of the pit contained 390 ppm gasoline. Mr. <br /> Nations stated in his report, that "hydrocarbons remaining in site soils pose <br /> . little threat to ground water" and he used the leaching potential analysis and <br />
