The applicant <br /> applied for a Site Approval application on February 2, 2012. <br /> Site Plan - <br /> The site plan depicts an existing gate along the northern property line. Development <br /> Title Section 9-1022.2(f) states any gate shall be set back or recessed a minimum of ten <br /> (10)feet form the property line. The site plan appears to meet this requirement and shall <br /> be shown on the Improvement Plan. <br /> Screening <br /> Development Title Section 9-1022.4(d)(1) states "if a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or a conforming <br /> residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected <br /> along the abutting property line." The abutting parcel to the east is zoned Rural <br /> Residential (R-R) and has a General Plan designation of Rural Residential (R/R). There <br /> is an existing residence on the parcel located 65 feet east of the eastern property line. <br /> As a result, a solid masonry wall six (6) to seven (7) feet in height along the eastern <br /> property line would be required. There is an existing six foot high wooden fence along <br /> the northern 110 feet the eastern property line. Development Title Section 9-1022.6 <br /> allows the Community Development Department to modify the screening requirements if <br /> it is demonstrated that an alternative to said requirements would meet the intent of the <br /> chapter and result in an equal or greater amount of screening. The applicant submitted <br /> a letter dated February 29, 2012 requesting to modify the screening requirements from a <br /> masonry wall to a wooden fence. <br /> The intended use for the existing buildings is an office and storage building for the <br /> landscaping business. The front area will be used for parking and the rear of the <br /> property contains the leach field. Provided there is no outside storage of landscaping <br /> materials in the rear of the property as shown on the site plan, the wooden fence <br /> provides adequate screening for the proposed project. Therefore, the wooden fence <br /> meets the intent of the screening chapter of the Development Title. <br /> Parkin <br /> The applicant is proposing six (6) parking spaces. Development Title Section 9- <br /> 1015.3(b) requires .67 parking spaces per employees and two (2) other spaces for the <br /> Nursery Sales and Service-Landscaping Services use type. As a result, 4 spaces <br /> would be required, including one van accessible space. The site plan meets this <br /> requirement. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) <br /> feet wide by twenty (20) feet long (Development Title Section 9-1015.5). The <br /> handicapped accessible parking space must be twenty (20) feet long by seventeen (17) <br /> feet wide (nine (9) feet wide parking area and an eight (8)foot wide loading and <br /> 2 <br />
