Analysis <br /> Background <br /> Phase I of Quarry Excavation Permit No. QX-80-0001 to remove 7 million cubic yards of sand and gravel <br /> was approved on July 22, 1982. Phase II to remove 3.4 million cubic yards of sand and gravel was <br /> approved on August 21, 1986. <br /> Revision of Approved Actions <br /> The applicant is requesting to change the hours of operation for the gravel processing plant for the "Huck <br /> Pit' and "Kerlinger Pit" to 24 hours per day, Monday through Saturday. The existing quarry application <br /> permits operation of the gravel processing plant from 5 a.m. through midnight, Monday through Saturday. <br /> This request is being made because the main gravel processing plant, which was originally constructed in <br /> the 1940s, has been shut down permanently due to maintenance concerns. The gravel processing plant <br /> the applicant is proposing to use on a 24 hour basis is their smaller plant. The smaller plant will produce <br /> essentially the same amount of product as the old plant but needs to run continually 6 days per week to <br /> achieve the same output. <br /> Noise <br /> The plant is located in the middle of the 407 acre site. There are operating quarries located to the west and <br /> north of the project site. These quarries also operate 24 hours per day. There are two residences located <br /> on Tracy Boulevard near the western boundary of the quarry. Residence#1 is located on the west side of <br /> Tracy Boulevard, approximately 2,000 feet from the plant. Residence#2 is located on the east side of Tracy <br /> Boulevard, approximately 2,500 feet from the plant. There are two additional residences located on <br /> MacArthur Drive,which are near the eastern boundary of the quarry. These residences are located on the <br /> east side of MacArthur Drive, approximately 3,400 feet from the plant. Due to the distance between the _ <br /> plant and nearest residences, it is not anticipated that the noise generated by the operation of the <br /> processing plant for an additional 5 hours per day will result in significant noise impacts. <br /> Traffic <br /> The increased operating hours of the processing plant will not increase truck trips to the facility. Truck trips <br /> will continue to occur only between the hours of 6:00 a.m. and 3:30 p.m. The number of daily employee <br /> trips to the plant will remain the same. Approximately 4 employees will be reassigned to work the night shift <br /> at the processing plant from 9:30 p.m. to 5:00 a.m. No significant traffic impacts are anticipated due to the <br /> increase in operating hours. <br /> San Joaquin County QX-80-0001/Lone Star Aggregates <br /> Community Development Page 3 <br />
