Kecommenaaiions <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Quarry Excavation Permit No. QX-80-0001 with the previously approved Findings and <br /> revised Conditions of Approval contained in the staff report. <br /> Previously Approved Findings <br /> 1. The proposal is for the removal of scarce mineral resources and not for the removal of prime farmland. <br /> Because the site is located within the Corral Hollow Alluvial Fan, excavation will occur in a pit where the <br /> topsoil has been removed, and the soil material to be removed in cutting the slopes will be used to refill <br /> one 40-acre area that will later be farmed. <br /> 2. The excavation will not have a detrimental effect on any surrounding agricultural land because the project <br /> is a continuation of an existing excavation operation which has not conflicted with surrounding agricultural <br /> uses in the past. <br /> 3. The proposed rehabilitation of the property upon completing of the excavation will leave the property in a <br /> condition which will allow its reuse because 40 acres will be cultivated and 180 acres will be suitable for <br /> either an outdoor recreation use or other uses permissible in the GA-40 zone, which is the implementing <br /> zone of the General Plan designation of Agriculture. <br /> 4. Issuance of the permit, shall not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements in the vicinity and district in which the property is located <br /> because no significant environmental impacts were identified in the Initial Study and the project has been <br /> revised and scaled down in order to avoid potentially significant impacts. <br /> Revised Conditions <br /> 1. U.S. SOIL CONSERVATION SERVICE (SCS) <br /> The applicant shall submit to the Planning Division and thereafter implement an SCS-approved <br /> revegetation plan prior to the commencement of Phase II excavation. The plan shall be submitted no <br /> later than thirty(30)days from the date of application approval. <br /> 2. CALIFORNIA DIVISION OF MINES AND GEOLOGY <br /> A reclamation plan for post-1976 excavation activities shall be approved by the Division of Mines and <br /> Geology prior to the commencement of Phase II excavation but in no case later than sixty(60) days from <br /> the date of application approval. <br /> 3. CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> The applicant shall submit to the Planning Division verification that the project has received all necessary <br /> plan, permit, or program approvals from the Regional Water Quality Control Board.
