(2) Areas of the property which are not part of the project shall be barricaded from traffic and kept mowed and dust free. i. SCREENING: Screening shall be provided and comply with the following: (1) All storage materials and related activities, including storage areas for trash, shall be screened so as not to be visible from adjacent properties and public rights-of-way. Screening shall be six (o) to eight (8) feet in height. Item3 stored within one hundred (100)feet of a dedicated street or residential zone shall not be stacked higher than two (2)feet above the adjacent screen. Outside storage is not permitted in front yards, street side yards, or in front of main buildings. (Development Title Section 1022.4[e][2](A) j. LITTER CONTROL: (1) Daily inspection will be conducted to control litter on-and off-site, including along Mac Arthur Road. If contacted by the adjacent and neighboring parcels to remove refuse from the parcel(s) placed by other parties than the property owner Tracy Materials Recovery will recover and remove all refuse within 24 hours. k. OUTDOOR PROCESSING OPERATION: (1) All outdoor processing activity shall not begin before 6:00 am and will not operate after 10:00 pm. (2) Except for the wood and yard waste composting operations, all waste handling and transfer operations shall take place within the transfer building. (3) The area where the windrows will be located for yard waste composting and outdoor wood, construction and debris processing shall be paved. I. TIPPING FLOOR AREA: (1) The tipping floor area and transfers shall be cleaned daily. Transfer trailers shall be periodically steam cleaned to remove accumulated grease and dirt. m. MITIGATION MONITORING PLAN: The applicant shall be required to comply with the Mitigation Monitoring Program identified as Attachment"A." (1) Any mitigation monitoring done by the Community Development Department shall be done on a time and materials basis paid for by the applicant. 8
