The document does not include an analysis for impacts from noise. Provide an analysis <br /> of the impacts regarding noise. <br /> F. The project description indicates on page 3, that an amendment to the Report of Information <br /> (RFI) (Amendment#4) that changed the hours of operation. This is incorrect. The <br /> amendment discussed in this part of the document was not approved. <br /> G. The project description proposes to increase hours of operation, vehicle traffic, and tonnage. <br /> The discussion regarding facility design is not adequate. <br /> H. The project description indicates that the facility is proposing to increase vehicle traffic from <br /> 560 vehicle trips to 1727 vehicle trips per day. That is a three fold increase in the amount of <br /> vehicle traffic. The site is confined and the tipping floor is small. <br /> a) Provide calculations that show the number of vehicles that can safely unload at each of <br /> the tipping areas onsite. <br /> b) Provide information showing traffic patterns. <br /> c) Provide anticipated vehicle quelling time through the scales. <br /> I. The project description proposes to increase the per day tonnage by 2.5 times the current <br /> tonnage. The design calculations indicate the amount of waste that can be loaded out in a <br /> 16 hour day. The design calculation does not discuss the number of pieces of equipment <br /> that would be on the tipping floor in order to facilitate that. There is no mention of how much <br /> area would be needed for vehicle unloading, the number of waste screeners/spotters on the <br /> tipping floor during the operation. <br /> a) Provide a facility capacity study to determine if the proposed tonnages can be safely <br /> handle by the facility. <br /> J. The project description list Table 6 "Project Traffic Summary" on page 12. Are the numbers <br /> in the table projected based on current actual vehicle data? <br /> K. The project description on page 17, indicates that the facility does not knowingly receive <br /> Household Hazardous Waste (HHW). The facility currently collects antifreeze, waste oil, <br /> batteries, and paint. Revise to accurately reflect current site conditions. <br /> L. The project description indicates that recovered and recycled materials will be stored <br /> outside on paved areas. <br /> a) How long will the materials remain outside prior to offsite shipment? <br /> b) Will there be any additional vector control efforts made in these storage areas? <br /> M. The project description on page 19, indicates that if prohibited waste are identified the <br /> hauler is required to remove the waste from the facility for proper disposal elsewhere. When <br /> a hazardous waste is identified, it is at that point it must be handled as a hazardous waste. <br /> The hauler cannot remove the waste from the site unless they are a hazardous waste <br /> hauler. Provide additional information clarifying the procedure in detail. <br /> N. The project description on page 20, indicates that"hazardous waste and universal wastes <br /> encountered as part of the site's Load Checking Program are temporarily stored up 90 <br /> days...pending transferring to a certified recycling facility."
