Date: August 29, 2011 Re: Lead Agency Project Title: N/A Lead Agency Project Number: PA- 0800005 (UP) Assessor Parcel Number(s): 253-130-19,-26 Total Acres to be converted from Open Space Use: 12.5 acres Habitat Types to be Disturbed: Multi-Purpose Land (133: Landfills) and Agriculture (C34 Row and Field Crop) Species Impact Findings: Findings to be determined by SJMSCP biologist. Dear Mr. Swanson: SJCOG, Inc. has reviewed application PA- 0800005 (UP) This project involves a Use Permit for an expansion of an existing solid waste processing and recycling facility from 39.2 acres to 51.7 acres in two phases over twenty years with a maximum of 1,727 vehicles per day at final build out. Phase i to increase the daily waste capacity from 1,000 (tpd) to 1,800 (tpd) within ten years and Phase 2 to increase the daily waste capacity from 1,800 (tpd) to 2,500 (tpd) within twenty years. The project will employ 160 persons and operate 24 hours a day seven (7) days a week. All outdoor processing activities will not begin before 6:00 a.m. and will not operate after 10:00 p.m. on site activities to include vehicle maintenance, equipment storage and truck parking, construction and demolition of inert debris (cdi), processing wood waste grindings, appliance recycling, and associated waste handling activities. Proposed site improvements will include: (1) The addition of 19,200 square feet to the existing 57,200 square foot material recovery facility and transfer station building. (2) Addition of 10,500 square feet to the existing maintenance and administration building. (3) Construction of a one (1) mega-watt wood waste bio-mass gasification unit for on-site energy uise only. This project is located on the west side of S. MacArthur Drive, 1.1 miles south of Linne Road, in Tracy. (30703 S. MacArthur Drive) San Joaquin County is a signatory to San Joaquin County Multi-Species Habitat Conservation and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the state and federal endangered species acts, and ensures that the impacts are mitigated below a level of significance in compliance with the California Environmental Quality Act (CEQA). Although participation in the SJMSCP is voluntary, lead agents should be aware that if project applicants choose against participating in the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal to that provided in the SJMSCP. This project /s subject to the SJMSCP and is located within the unmapped land use area. Per requirements of the SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90 day process and it is recommended that the project applicant contact SJMSCP staff as early as possible. After this project is approved by the Habitat Technical Advisory Committee and the SJCOG Inc. Board, the following process must occur to participate in the SJMSCP:
