'r Page 2 of 3 <br /> District CEQA Reference No:20100341 <br /> ii) Pre- and post-project emissions should be identified. <br /> 1b) Nuisance Odors should be discussed as to whether the project would create <br /> objectionable odors affecting a substantial number of people. <br /> 1c) Toxic Air Contaminants (TACs) — If the project is located near residential/ <br /> sensitive receptors, the proposed project should be evaluated to determine <br /> the health impact of TACs to the near-by receptors. If the analysis indicates <br /> that TACs are a concern, the District recommends that a Health Risk <br /> Assessment (HRA) be performed. If an HRA is to be performed, it is <br /> recommended that the project proponent contact the District to review the <br /> proposed modeling approach. Additional <br /> information on TACs can be found online by visiting the District's website at <br /> http://www.valleyair.org/ busind/pto/Tox_Resources/AirQualityMonitoring.htm <br /> 2) If preliminary review indicates that a Mitigated Negative Declaration should be <br /> prepared, in addition to the effects identified above, the document should include: <br /> 2a) Mitigation Measures — If preliminary review indicates that with mitigation, the <br /> project would have a less than significant adverse impact on air quality, the <br /> effectiveness of each mitigation measure incorporated into the project should <br /> be discussed. <br /> 2b) District's attainment status — The document should include a discussion of <br /> whether the project would result in a cumulatively considerable net increase <br /> of any criteria pollutant or precursor for which the San Joaquin Valley Air <br /> Basin is in non-attainment. Information on the District's attainment status can <br /> be found online by visiting the District's website at http://valleyair.org/aqinfo/ <br /> attainment.htm. <br /> 2c) Greenhouse Gases (GHGs) — It is recommended that the environmental <br /> document include a discussion of greenhouse gas emissions generated by <br /> the project and the effect they will have, if any, on global climate change. <br /> 3) If preliminary review indicates that an Environmental Impact Report (EIR) should <br /> be prepared, in addition to the effects identified above, the document should also <br /> include the following: <br /> 3a) A discussion of the methodology, model assumptions, inputs and results used <br /> in characterizing the project's impact on air quality. <br /> 3b) A discussion of the components and phases of the project and the associated <br /> emission projections, (including ongoing emissions from each previous <br /> phase). <br />
