Parking & Surfacing <br /> Development Title Table 9-1015.3(b) states the use type Major Impact Services would <br /> require (two) 2 parking spaces per 1,000 square feet of building, as a result, a minimum <br /> of 234 parking spaces would be required and seven (7) accessible spaces, one of which <br /> shall be van accessible. The applicant is proposing 85 truck parking spaces for the <br /> collection and transfer trucks and 45 additional employee/visitor parking spaces to the <br /> current 24 employee/visitor parking spaces for a total of 154 parking spaces and seven <br /> (7) accessible spaces, two (2) of which will be van accessible. Development Title <br /> Section 9-1015.9 states that the parking requirement may be modified by the Director in <br /> cases in which due to the unusual nature of the establishment or development proposal <br /> submitted for it, the requirement set forth herein may be considered insufficient or <br /> excessive. Due to the nature of the operation the amount of parking spaces required <br /> would be excessive. The facility operates in shifts and there would only be approximately <br /> 60 employees on site at any one time. Therefore, the proposed total of 154 spaces <br /> would be more than sufficient for this project. Development Title Section 9-1015.5(e) <br /> states that all parking spaces, driveways and maneuvering areas shall be surfaced and <br /> permanently maintained with asphalt concrete or Portland cement concrete to provide a <br /> durable dust free surface. Ingress and egress areas that connect to a paved road or <br /> highway shall also be surfaced and permanently maintained with asphalt concrete or <br /> Portland cement concrete. The applicant states that all maneuvering areas, parking lots, <br /> the compost facility and the C&D/Inert Processing Facility operations area will be paved <br /> with asphalt concrete or concrete. <br /> Access <br /> Development Title Section 9-1015.5(h)(1) states access driveways shall have a width of <br /> no less than twenty-five (25)feet for two-way aisles and sixteen (16)feet for one-way <br /> aisles, except that in no case shall driveways designated as fire department access be less <br /> than twenty (20) feet wide. The applicant is proposing a thirty-six (36) foot wide driveway for <br /> ingress and egress, thus it appears the applicant meets this requirement. <br /> Due to a pending traffic study, this item has not been scheduled for a Planning <br /> Commission Hearing. The Community Development Department has reviewed the Use <br /> Permit application and responses from other agencies. Upon completion of the traffic <br /> study the Community Development Department will need to revise and re-circulate the <br /> Initial Study to the Transportation Department and any other received comments. <br /> Providing any outstanding issues have been resolved, a Planning Commission hearing <br /> will be scheduled, and the Community Development Department will be recommending <br /> that the Planning Commission approve the project subject to the following conditions: <br /> Use Permit Application No. PA-0800005 was approved by the Planning Commission <br /> on . The effective date of approval is . This approval will expire on , which is 18 <br /> months from the effective date of approval, unless (1) all Conditions of Approval <br /> have been complied with, (2) all necessary building permits have been issued and <br /> remain in force, and (3) all necessary permits from other agencies have been issued <br /> and remain in force. <br /> 2 <br />
