Project Description <br /> Tracy Material Recovery Facility and Transfer station <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> AB 32 Scoping Plan — High Recycling/Zero Waste <br /> The California Air Resources Board (GARB) adopted over 100 measures to <br /> reduce greenhouse gases (GHG) with high recycling that are aimed at reducing <br /> methane emissions at landfills, increasing waste diversion, composting and other <br /> beneficial uses of organic materials, and mandating commercial recycling as <br /> California moves toward zero waste. As clearly stated in the AB 32 Scoping Plan, <br /> California has a long track record of reducing greenhouse gas emissions by <br /> turning waste into resources, exemplified by the statewide waste diversion rate <br /> from landfills of 54 percent (which exceeds the current 50 percent mandate) <br /> resulting from recovery of recyclable materials. Re-introducing recyclables with <br /> intrinsic energy value back into the manufacturing process reduces greenhouse <br /> gas emissions from multiple phases of product production including extraction of <br /> raw materials, pre-processing and manufacturing.
