MacArthur Drive, Tracy, Califomia 95377 <br /> �..• Wood Waste Processing <br /> Wood waste separated from the commercial and industrial waste stream — much <br /> of it as construction and demolition debris — is stored at the site. Once sufficient <br /> amounts have been accumulated to allow for economically-efficient processing, <br /> the wood is chipped/ground and transferred off site for use as biomass fuel for <br /> power generation. <br /> Over the years, the following operations have been incrementally added to <br /> encourage additional recycling activities on-site and to meet new state mandates <br /> on programs and landfill bans: <br /> • Processing of cannery wastes <br /> • Storage of glass in outdoor bunkers <br /> • Storage and processing of inert materials <br /> • Storage and processing of construction and demolition materials up to <br /> 175 TPD <br /> • Storage and processing of appliances <br /> • Storage of universal wastes <br /> • Storage of electronic wastes <br /> • Modifications of the yard waste composting area <br /> • Modifications of the wood waste processing area <br /> • Building Addition for storage and baling of source-separated fibers <br /> w.. • Review of drainage facilities <br /> PROJECT PURPOSE AND OBJECTIVES <br /> From AB 939 to AB 32 <br /> Tracy MRF & TS is now poised to transform the Facility from being the regional <br /> AB 939 Facility, into a green energy resource recovery park to meet the <br /> measures of AB 32, the California Global Solution Act of 2006. AB 32 resulted in <br /> the adoption of the AB 32 Scoping Plan in 2008 that included a series of <br /> measures adopted by the California Air Resources Board for High <br /> Recycling/Zero Waste, which will affect the solid waste and recycling sector and <br /> local government. The key measures of AB 32 include the Low Carbon Fuel <br /> Standard (LCFS), the Renewable Portfolio Standard (RPS), mandated <br /> Commercial Recycling, Anaerobic Digestion (AD), the increased use of Compost, <br /> and Extended Producer Responsibility (EPR). <br /> Mandated commercial recycling will require additional processing capacity at <br /> recycling facilities. Strategic Directive No. 6 being implemented by the new state <br /> oversight agency, CalRecycle, requires that 50% of the organic material be <br /> diverted from landfills by 2020. The organic feedstock can be processed into <br /> compost feedstock to increase compost use or be used as feedstock for <br /> anaerobic digestion facilities. <br /> 170.18 CUP Project Des 050710 <br /> ES-3 <br />
