Project Description
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, Califomia 95377
This plan is designed to maintain and enhance the City of Tracy's current
diversion efforts in order to increase diversion performance and expand recycling
awareness among citizens, businesses and government offices. This enhanced
plan will strengthen the ability of the City to continue compliance with State
diversion requirements.
Disposal quantities have increased significantly since 2001, likely resulting from
growth experienced by the City. If disposal continues to increase with the same
recycling rate from existing programs, the City's diversion rate will be reduced.
This necessitates increased focus on existing diversion programs and what
expanding existing programs and/or starting new programs can accomplish. To
abate increasing disposal trends, a three-year enhanced diversion program plan
is proposed. The plan will target the following programs as described in the
current operations:
• Residential recycling
• Commercial recycling
• City office recycling
• Construction waste recycling
• Restaurants/food recycling
• School recycling
.. • Supporting programs for outreach education, marketing, and
information is included.
The Enhanced Diversion Plan specifically will focus on expanding the operations
at the Tracy MRF/TS with the following projects:
1. Expand commercial recycling opportunities through increased evaluation
of commercial customers served by the City of Tracy with trash collection
(which is now mandated by the AB 32 Scoping Plan).
2. Increased recyclables and yard waste collection from households served
by the City of Tracy through greater outreach and communication
activities.
3. Enhanced school recycling performance through increased attention by
the City of Tracy on current trash collection service at schools to be
complemented by source separated recyclables collection.
4. Expand recyclables collection opportunities in City buildings through the
development of a City-wide Office Recycling Plan.
5. Explore the feasibility and establishment of a food waste diversion
program through composting.
170.18 CUP Project Des 050710
ES-8
