Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> i <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> TRACY MRF & TS FACILITY EXPANSION <br /> PROJECT DESCRIPTION <br /> PROJECT OVERVIEW <br /> This Project Description describes the design and operational modifications, and the <br /> proposed expansion, of the Tracy Material Recovery Facility and Transfer Station (Tracy <br /> C MRF & TS) which is owned and operated by Tracy Material Recovery & Solid Waste <br /> Transfer, Inc. of Tracy, California. The proposed expansion will enable the facility to meet <br /> the needs of AB 32, the California Global Warming Solutions Act of 2006, and better serve <br /> the long-term needs of the local community to provide improved landfill diversion <br /> opportunities and greenhouse gas reduction strategies, as well as providing the <br /> establishment of a regional hub that will enable the processing and transfer of recyclable <br /> materials with enhanced economies of scale and reduced environmental impacts. <br /> The Tracy MRF & TS serves the City of Tracy and the Southern San Joaquin County <br /> r area. Refuse and recyclables from the City of Tracy and the unincorporated County area <br /> are brought to the facility for sorting and processing. Recyclables are transported to <br /> vendors and residuals are transported to a disposal site. The facility has been <br /> iinstrumental in enabling Tracy and San Joaquin County to meet AB 939 goals, removing <br /> valuable recyclables from the waste stream and providing refuse transfer capability, thus <br /> I <br /> reducing air quality impacts of diesel emissions. <br /> G In addition to the transfer capability of the facility, a materials recovery and recycling <br /> program consisting of the removal from the waste stream of aluminum, glass, paper, <br /> metals, wood, inerts, cardboard, plastics and yard waste is conducted. Organic materials <br /> (consisting of yard waste, agricultural waste, and food waste) are managed at the onsite <br /> composting facility. Tracy Material Recovery & Solid Waste Transfer, Inc. vehicle <br /> maintenance and operations facilities are also housed at the facility. <br /> The expansion of the facility will include an increase in the overall incoming tonnage from <br /> the current 1,000 tons per day (TPD) to the proposed throughput capacity of 2,500 TPD. <br /> The majority of the increased design capacity is achieved through the addition of <br /> technologically-improved MRF equipment coupled with expanded MRF processing hours. <br /> Additionally, an expansion of the composting operations — while not increasing the <br /> throughput tonnage - will involve broadening the types of organics processed from yard <br /> waste to include pre- and post-consumer food waste. Increased tonnages of construction <br /> and demo litionlinert debris (CDI) is also expected as a result of substantial area growth <br /> and the anticipated development of CDI ordinances — ordinances that mandate the <br /> recycling of CDI debris resulting from commercial and residential construction and <br /> demolition projects—that are prevalent on both a statewide and local basis. <br /> The expansion of the facility will also involve the establishment of a biomass gasification <br /> unit, for on-site power, CDI processing, wood waste grinding, appliance recycling, <br /> equipment storage, truck parking, and associated waste handling activities on the parcel <br /> t <br /> � l <br /> 170 18-03 CUP Project Description 050710 <br />
