Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 5 MaG4rthur Drive, Tracy, California 95377 <br /> EXISTING SITE DESCRIPTION AND EXPANSION PLANS <br /> This Project Description provides a general overview of the proposed expansion to site <br /> operations. Detailed operational plans for expanded composting, construction and <br /> demolition/inert debris processing are provided in separate sections, as noted on the <br /> Table of Contents. The appendices provided will be referenced in — and common to— all <br /> three sections of the document. <br /> Schematic Drawing of Buildings and Structures and Operations Area <br /> The Site Plans containing the schematic drawings of buildings and other structures <br /> ` showing the layout and general dimensions of the operations areas, including the <br /> unloading, storage and loading areas are provided Appendix A. <br /> Existing Activities <br /> The Tracy MRF & TS accepts nonhazardous solid waste from the City of Tracy and the <br /> south County of San Joaquin area. Recyclable materials are extracted from the waste <br /> stream, and the residual waste is transported to a permitted landfill for disposal, generally <br /> to the Foothill Landfill in the County. <br /> The majority of activities at the facility take place indoors at the MRF/TS building (of <br /> approximately 45,000 square feet), including the tipping, processing and transfer of <br /> municipal solid waste (MSW) and non-recyclable residues for landfilling, the tipping, <br /> sorting, and processing of recyclables, vehicle and equipment maintenance takes place in <br /> a separate building which also houses the administrative offices. Outdoor activities include <br /> processing and composting of yard waste, sorting of construction and demolition/inert <br /> 1 debris, and processing of white goods for Freon and <br /> P g 9 mercury switch removal. <br /> Driveways, parking and maneuvering areas are surfaced with concrete or asphalt. Access <br /> to the site is via MacArthur Drive to the entrance driveway at the northern end of the site. <br /># Commercial and self-haul vehicles proceed to the gatehouse and are weighed at the <br /> scale, as appropriate, and where loads are screened for hazardous materials and <br /> f assessment of tipping fees; the vehicles are then directed to the appropriate tipping areas. ` <br /> The gatehouse Is located over 800 feet along the access road from the MacArthur Drive <br /> entrance, allowing for substantial queuing of vehicles, negating the need for any traffic to <br /> i' back up on to MacArthur Drive. <br /> i <br /> Parking for employees and visitors is located adjacent to the administration and <br /> maintenance building at the southern end of the site.
