Project Description Tracy Material Recovery Facility and Transfer Station Expansion 30703 5 MaG4rthur Drive, Tracy, California 95377 EXISTING SITE DESCRIPTION AND EXPANSION PLANS This Project Description provides a general overview of the proposed expansion to site operations. Detailed operational plans for expanded composting, construction and demolition/inert debris processing are provided in separate sections, as noted on the Table of Contents. The appendices provided will be referenced in — and common to— all three sections of the document. Schematic Drawing of Buildings and Structures and Operations Area The Site Plans containing the schematic drawings of buildings and other structures ` showing the layout and general dimensions of the operations areas, including the unloading, storage and loading areas are provided Appendix A. Existing Activities The Tracy MRF & TS accepts nonhazardous solid waste from the City of Tracy and the south County of San Joaquin area. Recyclable materials are extracted from the waste stream, and the residual waste is transported to a permitted landfill for disposal, generally to the Foothill Landfill in the County. The majority of activities at the facility take place indoors at the MRF/TS building (of approximately 45,000 square feet), including the tipping, processing and transfer of municipal solid waste (MSW) and non-recyclable residues for landfilling, the tipping, sorting, and processing of recyclables, vehicle and equipment maintenance takes place in a separate building which also houses the administrative offices. Outdoor activities include processing and composting of yard waste, sorting of construction and demolition/inert 1 debris, and processing of white goods for Freon and P g 9 mercury switch removal. Driveways, parking and maneuvering areas are surfaced with concrete or asphalt. Access to the site is via MacArthur Drive to the entrance driveway at the northern end of the site. # Commercial and self-haul vehicles proceed to the gatehouse and are weighed at the scale, as appropriate, and where loads are screened for hazardous materials and f assessment of tipping fees; the vehicles are then directed to the appropriate tipping areas. ` The gatehouse Is located over 800 feet along the access road from the MacArthur Drive entrance, allowing for substantial queuing of vehicles, negating the need for any traffic to i' back up on to MacArthur Drive. i Parking for employees and visitors is located adjacent to the administration and maintenance building at the southern end of the site.
