Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> „! Sorting and Transfer Operations <br /> Sorting takes place within the MRF/TS building. Upon arrival at the facility, the general <br /> public is directed to the public tipping area, and commercial vehicles are directed toe the <br /> commercial tipping area. Refuse is dumped directly onto the tipping floor for processing <br /> and pushed using front loaders to the loadout pit and into transfer trailers below. <br /> In addition to materials separated from the mixed waste stream, recyclable materials will <br /> be delivered by the public, picked up at recycling centers, and picked up a curbside or <br /> other locations within the service area. Individuals arriving at the site are able to drop off <br /> ' material at the buy-back center within the MRF/TS building. <br /> Recyclables are processed on a mechanical sort-line utilizing manual sorting and <br /> mechanical means to separate plastics, paper and cardboard, metals, glass and other <br /> recoverable materials from the waste stream. Separated recyclables are then baled or <br /> 2 containerized for shipment to their various markets, with residues consolidated with other <br /> refuse for transfer to landfills for disposal. <br /> Yard Waste and Composting <br /> An 8.4 acre area to the north of the MRF/TS building is provided for processing and <br /> composting of yard waste. Yard waste is delivered via commercial collection vehicles or <br /> separated from self-haul load. Large woody material is separated from the yard waste <br /> prior to processing at the composting area, where the material is ground and placed into <br /> windrows on the concrete pad. The windrows are managed in accordance with <br /> California Codes & Regulations, Title 14 requirements until the composting process is <br /> complete. The finished compost product is then sold as a soil amendment to local <br /> markets. <br /> Construction and Demolitionlinert Debris Processinq <br /> i The facility receives mixed construction and demolition debris and processes it utilizing <br /> i a "floor sort" operation; manual labor and mobile equipment are used to separate the <br /> materials for the recovery of recyclable materials, such as wood, metals, cardboard, ; <br />' wallboard, inerts, and plastics. Some of the materials, particularly inert and wood debris <br /> are received in source-separated loads that are diverted directly to their respective <br /> processing operations areas. <br /> Tracy MRF and TS operates an Inert Processing Area just west of the compost pad <br /> along the access road, in the northwest area of the facility. The size of the pad is 50 feet <br /> wide and 200 feet long and does not exceed 20 feet in height with 1:1 side slopes. The <br /> total volume of the inert stockpile does not exceed 4,000 cubic yards at any one time. <br /> Wood Waste Storage and Processing <br /> Wood is separated from commercial, industrial, self-haul, and residential waste streams <br /> in the sorting area and stockpiled on site. Once a sufficient stockpile is accumulated, the <br /> material is chipped/ground and loaded into transfer trailers for delivery to biomass <br /> power plants, or sold as mulch to local markets. <br /> 9 <br /> 170.18.03 CUP Project Description 050710 <br />
