i <br /> Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S MacArthur Drive, Tracy, Califomia 95377 <br /> Administration and Maintenance Building <br /> The administrative offices and maintenance occupy a common building at the southern <br /> end of the site. The building contains offices and work areas for management personnel <br /> and administrative employees, restrooms, conference rooms, storage and equipment <br /> rooms, in addition to mechanical equipment and tools for use in the maintenance and <br /> repair of company vehicles and waste handling equipment. <br /> Household Hazardous Waste and Universal Waste and Appliance Recycling <br /> Used oil, oil filters, automotive batteries, and used antifreeze are received at the facility <br /> in addition to electronic waste, including (but not limited to) televisions, computers and <br /> monitors, and other small appliances. <br /> Appliance recycling -- involving the removal of mercury switches and Freon from <br /> household appliances (including refrigerators, clothes washers and dryers, and other <br /> "white goods") — occurs on an area at the north end of the compost pad; these activities <br /> may also occur inside the MRF/TS building, especially during inclement weather. <br /> Treated wood waste, fluorescent light tubes, cellular phones, and household batteries, <br /> mercury switches and Freon, and other regulated substances are segregated from the <br /> waste stream and managed in accordance with California Department of Toxic <br /> Substance Control regulations. <br /> Full Solid Waste Facility Permit <br /> The Project Description will be further described in detail within three separate <br /> documents for operations that are in a format to be considered for permitting by the <br /> Department of Resource Recycling and Recovery (CalRecycle) and the County of San <br /> Joaquin Environmental Health Department -- acting as the Local Enforcement Agent <br /> (LEA) —for the following solid waste processing and handling activity: <br /> Transfer/Processing Repo <br /> The proposed expansion to activities at the Tracy MRF & TS will necessitate the <br /> revision of the current Full Solid Waste Facility Permit (SWFP) issued by (LEA) by <br /> CalRecycle. The facility will be inspected monthly by the LEA with this <br /> Transfer/Processing Report acting as the stand-alone operational document to remain <br /> on-site for the LEA to utilize when inspecting the facility for compliance with state <br /> minimum standards. The Transfer/Processing Report format will be utilized to permit the <br /> facility, and will be used to implement mitigation measures derived from the Use Permit <br /> modification and environmental assessment. <br /> Report of Compost Site Information <br /> The composting of green material and agricultural commodities will operate under the <br /> same Full SWFP as the transfer station and the material recovery facility and the C&D <br /> processing facility.
