Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> Station Security: <br /> Currently, the site is entirely enclosed with a 6-foot high solid chain link fence along the <br /> perimeter with locking gates on S. MacArthur Drive. The fence is slatted along portions <br /> of the frontage of S. MacArthur Drive to screen views of the interior of the site. <br /> Lighting is provided at the Inert Processing Area and C&D Operations Area. Tracy MRF <br /> & TS will utilize temporary or permanent lighting units for processing the materials <br /> before or after daylight hours. Mobile equipment and vehicles using the site are <br /> equipped with lights for safe use at night or during times of limited visibility. <br /> Tracy MRF & TS may install additional 20-to-30-foot-high stadium lighting within the <br /> facility for security purposes that will enable them to process debris before and after <br /> daylight, within the operating hours of 6:00 a.m. and 10:00 p.m. Onsite processing <br /> buildings will contain interior lighting and may have exterior lighting affixed. The lighting <br /> will be facing downwards and inwards towards the facility and will not point outwards <br /> and subject neighboring properties to glare. <br /> Access: <br /> Access to the site is via MacArthur Drive. Primary routes of delivery to the site include: <br /> MacArthur Drive, Linne Road, Corral Hollow Road, and Tracy Boulevard. Regional access <br /> to the facility is provided by Highways 5 and 580. <br /> Roads: 3 <br /> All site maneuvering and parking lots, Compost Facility, C&Dllnert Processing Facility <br /> operations area, and adjacent roads in the expansion area are paved with asphalt- <br /> concrete or concrete. <br /> ` Visual Screening: <br /> i The driveway and entrance areas to the facility are the only ground level areas visible to <br /> passersby. A daily (at minimum) site walk by facility personnel focuses on ensuring that <br /> the entry and driveway are free of debris and a clean appearance maintained. <br /> There is slatted chain link fencing surrounding accessible portions of the site to screen <br /> j the operation from the view of the public on the adjacent streets. A landscaped setback <br /> 1 area consisting of living plant materials--a mix of shrubbery, turf, and trees is utilized to <br /> screen the facility. <br /> There are no scenic vistas or scenic highways visible from the project site; nor is the <br /> facility visible from any nearby scenic vista or scenic highway. <br /> Parkin Areas: <br /> There are three parking lot areas as shown on the site plan and listed in Table 10 <br /> below. <br /> Current employee and truck parking adjacent to the MRF & TS building is within the 8.4 <br /> acre composting operations area anticipated during permitting of the facility in 1993.
