Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. MacArthur Drive, Tracy, Californla 95377 <br /> A transfer truck would receive the processed food waste from the stacking conveyor. <br /> Y <br /> The anticipated system capacity is 20 tons per hour, but may vary depending on the <br /> materials being sorted and on any future upgrades or additions. Other mechanisms, <br /> procedures or technologies may be incorporated into the system to improve its <br /> capabilities in the future. <br /> Solar Panel: <br /> The roof top of the Building would support solar panels with the capability to generate <br /> 'f up to 800 kilo-watt hour of renewable energy. Current regulations allow the installation <br /> of solar panels administratively. The project is explicitly stated here to demonstrate the <br /> transformation of Facility into using carbon neutral energy sources. <br /> Composting Facility <br /> A detailed project description of the composting process is presented in Section II of this <br /> document. The composting technology to accommodate food waste will included a <br /> covered aerated static pile system. <br /> Construction and Demo lition/lnert.Debris ProcessingOperations_ <br /> A detailed CDI project description is provided in Section III of this document. The below <br /> information presents a brief summary of the proposed operations. <br /> Biomass Gasification Unit <br /> j <br /> f <br /> The Biomass Gasification Unit proposes to use 40 TPD of processed clean wood waste <br /> to generate 1 mega-watt/hour of energy for on-site use. A similar Biomass Gasification <br /> Unit was recently permitted in Merced County and has obtained an Authority to <br /> construct permit from the San Joaquin Valley Air Pollution Control District. A copy of the <br /> permit and the Application Review are provided in Appendix E as a reference. <br /> The current operations have clean wood waste recovered from the mixed C&D Processing <br /> Facility being ground into into wood chips. The wood waste is stockpiled on a pad for a <br /> maximum period of 30 days. Chipping and grinding generally occurs within a few days. <br /> The wood chips are loaded from the stockpile into transfer trailers where the material is <br /> transported to an off-site biomass energy facility. There is no on-site biomass energy <br /> facility. <br /> The proposed operations would include the following activity as provided in Table 11 <br /> below: <br /> • Construct and operate biomass gasification unit. <br /> • Allow 24-hour operation and maintenance of the biomass gasification unit <br /> • Utilize 40 TPD of clean wood chips processed at the on-site Organic Processing <br /> f Facility as the fuel source. <br /> 9 Generate 1 mega-watt/hour of green energy for use for on-site operations <br /> ;G <br /> 170.18.03 CUP Project Description 050710 24 <br /> f <br />
