Project Description <br /> Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. MacArthur Drive, Tracy, Califomia 95377 <br /> Hazardous Waste Exclusion Pro ram <br /> Only non-hazardous wastes will be accepted at the site for processing. Load checking <br /> by trained collection personnel will be employed to prevent receipt of discarded <br /> hazardous materials at this site. There is an approved Hazardous Materials Business <br /> Plan on file with the San Joaquin County Environmental Health Division to account for <br /> vehicle/equipment fuel, solvents, and other materials kept on the site and used for <br /> maintenance activities and provide for emergency response measures involving those <br /> inventoried materials. <br /> Safety equipment is available and accessible to all personnel and customers. <br /> Eyewashes and first-aid kits will be located in the MRF/TS building and Administrative <br /> Office/Maintenance building for quick access. Workers will be equipped with <br /> appropriate safety clothing, including gloves, hard hats, ear protection and goggles. <br /> Where appropriate, additional specialty clothing will be provided, such as international <br /> orange vests or aprons noise protection, dust masks, etc. Employees will be trained in <br /> the use of the aforementioned safety equipment. <br /> Universal Waste and Electronic Wastes: <br /> Universal wastes and electronic wastes are managed at the facility. Changing state <br /> regulations has created this new class of wastes (computer screens, televisions, <br /> thermostats, fluorescent lighting tubes, and batteries) whose content of certain <br /> hazardous components (e.g. mercury and cadmium) requires special handling. The <br /> goal of the Universal Waste Rule is to prevent landfilling and encourage recycling. The <br /> Transfer Station will provide temporary storage as shown on the Site Plan. Title 22CCR, <br /> Section 66273.35 requires large quantity handlers (greater than 5,000 kg. at any one <br /> time) comply with: <br /> • Storage less than one year, <br /> • Marking or labeling receipt date, <br /> • Inventory control system, and <br /> • Maintaining a specific accumulation area. <br /> Hazardous and universal wastes encountered as part of the site's Load Checking <br /> Program are temporarily stored for up to 90 days in appropriate containers within the <br /> Transfer Station pending transferring to a certified recycling facility. <br /> Processing Equipment <br /> Transfer Station, Material Recovery Facility and Food Waste Processing: <br /> . , <br /> The stationary equipment for will consist of: <br /> • Multiple in-ground and elevated conveyor belts, and hoppers <br /> • Screens <br /> • Elevated Sort Line <br /> Baler <br /> • Scales <br /> 4 • HHW Storage Locker <br /> 29 <br /> 170.18.03 CUP Project Description 050710 <br />
