Project Description <br /> i4 Tracy Material Recovery Facility and Transfer Station Expansion <br /> 30703 S. Mac*f hur Drive, Tracy, California 95377 <br /> The operator maintains several hydrants disbursed throughout the facility, as part of the <br /> onsite water supply and fire suppression system, which includes a 150,000 gallon water <br /> Il tank (fed by onsite wells) and pressurization equipment. Fire hoses, also used onsite <br /> for dust suppression purposes, are available to suppress small fires, should they occur. <br /> Process water used for dust or fire control or other operational requirements, and will be <br /> minimized only to what is necessary. Surface water runoff, including all process water <br /> and potential fire flow, is directed to onsite retention basins by use of drain pipes, <br /> grading design, and drainage ditches, where it is properly treated, if necessary, to <br /> j eliminate potential environmental impacts. <br /> Front-end loaders and excavator are available to aid in the management of materials to <br /> combat fire or prevent its spread. All firefighting equipment is properly maintained and <br /> available on a continuous basis. <br /> Protection of Users <br /> Users of the facility will be restricted to select tipping pad areas for loading and <br /> unloading of wastes. There will be spotters at the tipping pad areas to regulate the <br /> general public. Restricted areas of potential risk will be off limits to the general public. <br /> t <br /> Debris transfer truck and collection truck drivers will be regulars who are trained and <br /> familiar with the site. A 6-foot high, slatted chain link fence with two gates that is locked, <br /> when it is not in use, surrounds the facility. The general public will have limited access <br /> to the facility's Inert Operations Area and C&D Operations Area for delivery of self-haul <br /> loads. Appropriate, visible signage, traffic cones, and instruction by the site attendant <br /> will direct vehicles to the Inert Operations Area or C&D Operations Area tipping pads, <br /> 4 as appropriate. <br /> Pile heights have been limited to 25 feet for inerts and 20 feet for C&D debris to more <br /> readily manage materials, and facilitate safe handling of materials with onsite equipment <br /> and minimize risk to public, drivers and onsite personnel. Site personnel will monitor <br /> and maintain pile construction to prevent potential hazards due to unstable or poorly <br /> configured piles. <br /> SafetY_Eg_u_ipment <br /> Safety equipment is available and accessible to all site personnel and customers. Eye <br /> washes and first-aid kits are located in the MRF/TS building and maintenance/office <br /> building for quick treatment. Workers are equipped with appropriate safety clothing, <br /> including gloves, hard hats, ear protection, and goggles. Where appropriate, additional <br /> specialty clothing is provided, such as international orange vests or aprons for sorters. <br /> The facility maintains an Injury and Illness Prevention Plan, which is be kept in the <br /> administrative office and will be available for review by local and state inspectors during <br /> normal business hours, Monday-- Friday, 8:00 AM to 5:00 PM. <br /> Employee Training: <br /> Employees are trained by staff that is skilled in: (1) various aspects of the work and (2) <br /> the proper use of facility equipment for which they may be responsible.
